Kozai was visiting the metalworks, though not in the capacity of leader of the archives. No, rather he was impersonating a employee of the archives, which wasn't technically illegal he supposed. The metalworks here in Hoshi weren't as advanced as the ones that had been in Iwa or Ame, nor could they produce the material he'd seen on the outskirts of Kirigakure years ago. He wandered through the large, immensely hot area. In the past, he wouldn't have minded this sort of temperature. Environments like that just sorta slid off of him. But surely, this couldn't be healthy? He entered the foreman's office and inquired about what kind of products they shipped out, and wasn't surprised to find that their main buyer wasn't, in fact, weapons producers for shinobi or defenses for the Council, but "miscellaneous" orders for the Church. Ah, so that would explain the pressure here then. A fearsome organization indeed, to have locked down any portion of the steel industry. He'd have to make adjustments accordingly. Eventually, though, he figured that if he introduced the metalworkers to the materials that had come in from the recent surveys, it could change things up quite a bit. He resolved to do so, after taking care of his more important business first.
It was disturbing to him, however, that the Church had its fingers so deep in every pie. Did the Council not see it? Nay, revise that. Did Yasaki not see it? Was he not aware of the threat?
