Backstory: A technique developed long ago, it has only recently been rediscovered and is returning to circulation. The jutsu is a bit tricky to use, making it harder for the average ninja. A particular set of skills is needed to be able to use it.

What it does: A sound-type genjutsu. The caster uses the jutsu to talk to someone about a specific instance. The trigger is the word "Remember". The genjutsu portion of the technique is used to influence the target's memory. Placing the caster in the memory as if they were there the entire time. The genjutsu then influences the caster, allowing them to experience the memory.

Any jutsu, skill, or element that is seen from memory can be considered as being taught. This means training WC discounts apply. If the target has a higher chakra than the jutsu power, they can see the original and tampered memories side by side. However, they still need to use genjutsu breaking to break out of the jutsu. The genjutsu can go through one memory a post per cast. Each memory will also trigger in the target. If three distinctly different memories pop up with you looking the same, the technique would be easier to break. If they break out of the jutsu, the caster cannot learn everything they were trying to learn for that casting. As well as the target being more on guard against future castings.

The caster can only see and learn something the target already knows. If the jutsu is not canceled or broken before the duration ends, the memory in the mark becomes permanent. The caster can't learn any information from the memory other than the technique they are trying to learn. The caster can only learn a technique if they meet the requirements for it as well, including bloodlines, elements, and the like. Village Exclusives' secretiveness makes it impossible for the caster to be added to it without being noticed. Making village-exclusive stuff impossible to learn with this technique.
