A letter would find its way through the window on the leader's building, circling once before it landed directly on the table, shrilly shrieking once in case nobody was around to notice it. Another piece of parchment was tied to its leg, ready to be removed and read by the most honoured person in the village,

"Greetings, Raikage Komori.

After all of the excitement we shared at the Gokage Summit, I've deemed it most appropriate to send letters to us all once we've settled into our villages to inform you of how these coming Chuunin Exams will be handled.

Our first universal Chuunin Exam will be hosted in the beautiful village of Konohagakure No Sato. Bring your Genin prospects and their respective team leaders should they wish. Arrive within the village for the 26th of November. Any attempts to glean insight into their defenses will be treated as an indication of war, and treated as such.

Promotions will be agreed upon by the Kage depending on performance, only a single promotion to Chuunin is guaranteed. This will be the only way to gain the rank of Chuunin, if you feel otherwise please consult with the entirety of Kage.

For the most part, killing isn't allowed.
