Light Style: Skim Reading

So this basically lets you read village restricted scrolls and techniques without having to open them? Big nah. Denied

Okay hi Hikari I'm the second opinion. I think the concept is fine, but as Niento said the problem we have with the tech is reading VEs without having to get close and open them. I see this jutsu as mostly CD and flavorful anyway, and don't think it has to be denied if we put the proper stipulations in place.

How about an edit that says that it cannot learn Jutsu from the scroll, but it can learn information from the scrolls. That way it can be used to gain IC information. I don't mind it having the ability to read how a jutsu is performed if that information is recorded in a text, but we'll have to clearly state this doesn't work on VEs or count as learning it from a player if that is a requirement of the jutsu. You would still have to pay the word count to learn the jutsu as well. I don't think this jutsu portion is very useful from a game play perspective as you can already claim your character learns any jutsu that isn't VE or character specific anyway. 

If you add these stipulations we can trial approve it. I understand this is a big downgrade in power, but this is also a C-rank jutsu.
