An Invitation amidst the darkness (Kazekage)

The soft sound of flapping could be heard at the medium sized jet black bat hovered almost by the window of the Kage chambers, waiting for the window to be opened so it may drop the letter before taking a spot upon the winds ledge, hanging upside taking a nap; waiting for a letter to be returned should the Kage return one.
Upon the Kage in question breaking the wax seal of Ketsuekigakure and the Kyuketsuki Clan, the letter inside would read;
I am pleased that my messenger has found his way to you. I am Remika Nagi, Kage of the newly established village of Ketsuekigakure No Sato, which could be remembered as the village of Funkagakure No Sato. As the Chikage, I would like to cordially invite you to attend our first Grand Ball of Ketsuekigakure; as I hope it will be the first of many in the years to come, an important figure like yourself would bring great honor with attendance. These parties are a sign of opportunity and respect given by my kind to yours, the opportunity of friendship and more being all but possible. These are formal events, and dress should be expected to match this.
I am sure you are wondering who we are, what we stand for, and where we came from. I can assure you that my home no longer exists, not that you would know of it, so I can give you no true answers about who I am. But I can give you more insight, and perhaps even more proposition given that you attend our ball and summit. Alluring the fact, that I wish nothing but peace between our great nations, I offer friendship and opening trades. Interaction, as a time of peace dawns upon us, I want to help with the movement towards it. Should you accept, a ship will await you and whomever you choose to bring at the borders of your country to the sea.
I am aware the journey from your village to mine will take some time, but I want to assure you that the journey will be worth it, should you come for it.

Upon cracking the seal of the envelope, a faint smell of mature ink paraded through the air until it danced its way into Guren's nostrils. It had been quite some time since he had received a letter, and truthfully he hadn't the slightest clue on who would want to write to him. In the past he had communication with the Mizukage regarding terms of negotiation on a certain shinobi's freedom. Since then, he had issued a letter to the Raikage, looking to atone for the crimes of his past. But aside from those notes his penmanship had been retired for awhile. And the same could be said for his administration as a whole. He had reached a period of stagnation in not only his political life, but his personal growth as well. Was it a lack of motivation? Or was it the fact that his life had for once been in a state of peace and neutrality, and so there was no need for preemptive preparation. Whatever it was made the man feel as if his mind had dulled, and his skills had rusted over. Perhaps it was time to finally name a successor and let some ambitious young gun take the throne. The Third leaned back in his chair as he pondered this thought briefly. Mentally rifling through all of the candidates, his eyes shifted back to the contents of the page before him. They'd fall upon the ornate and unfamiliar style of writing of one, Chikage. Momentarily he paused, recognizing the word "Chi" as a shortened symbol of the life he had lived. He'd deduce that whatever this title represented could be related to his clan, or potentially even the clan of someone he once called friend. A singular thought crossed his mind as he studied the letter, that perhaps the author was none of than the woman he thought of. But this was quickly dismissed. There wasn't a chance that he'd hear from her again. And his once undying passion to pursue her had fizzled out with time.

This time it would take place in the home of the Chikage, in what was formerly known as Funkagakure. He had heard of it and events happening there, but never had he visited. Truthfully the best that Guren could do would be to point it out on a map. Yet attached to the Summit would be a ball of some sorts, something the Third had never attended. And though he was one to uphold pleasantries, he hardly thought it'd be appropriate for him to attend. The thought of both him and Suika departing from the village for a prolonged period reinvigorated paranoia he hadn't felt in quite some time. If he should make the journey, this would be one he would go alone on. Although some companionship, from one of the younger and ambitious shinobi of the village, may be well received.
As he concluded his thoughts, he'd grab ahold of a pen and paper and put his response in writing.

Thank you for your invitation. Your offer is greatly appreciated and my attendance should be considered as accepted. For my curiosity, what is the agenda of this Summit? And what are your aspirations as a Kage in the world of shinobi?

Upon completion of his short letter, he'd perform the seals to summon a messenger vulture. Attaching the letter to its leg, he'd send the bird off to swiftly relay the letter towards Funkagakure. In the meantime, he'd reflect on who would be a potential candidate to join him in this endeavor.

The creature would come during the dust, just as the sun began to set over the village of Ketsuekigakure; the larger vulture would find itself perched on the ledge of the opened window, in anticpetion of any return messages; Remika would sense the creatures oncoming movements as she made her way up, taking the letter gently from the creatures leg, untying it carefully as she read it, pondering as she grabbed another piece of parchment, her eyes scanning the blank page as she let out a soft sigh, so far, the others had returned their messages of promise to come.
A small smile would creep along the woman's face as she began to write;
A true pleasure to see a return messanger of your own, a beautiful creature indeed I must admit. I am gladdened to hear that your attendance will be expected; it warms my old heart to hear that.
As for who I am, and what I inspire to be, that is a deep and thoughtful question, that deserves quite a long answer, but alas, I find myself better with my tongue -- but in a summary, my hope and wish for this summit would be that we, as the great kage we are can usher in a momentous era of peace and prosperity -- allowing ourselves an opening for friendship.
This goes to say for me, as a Kage -- I wish to inspire a new generation, a generation that doesn't need to know the fear of our past, of the pain that a lot of my people had experienced before.
But do not mistake this for complacency, as I do not wish for any of us to grow weak -- we are strong, even as divided as we are now. I hope that we can become a true force should we manage to align ourselves together.
