Appearance:
Thallium is a soft, low-melting, and poisonous metal. Freshly cut thallium has a metallic luster that dulls to bluish-gray upon exposure to air. It was discovered when miners searching for zinc and lead ores began to fall ill in Lightning Country.
Effect: When a weapon augmented with Thallium hits someone or their technique with a basic strike or a technique channeled through it, 2 posts will be added to the cooldown of either the inflicted technique or the last technique used by the target. In the latter case, if the target used multiple techniques in the same post, the method with the highest power will be affected. This can happen once per post.
Striking the same target consecutively when they have not used any more techniques resets the added cooldown to their technique to 2. Striking a target after they have performed a different technique adds 2 to the cooldown of their last used technique. These conditions are subjected to the same multiple technique clause mentioned in the first paragraph.
In the case of a tie (two techniques of the same power used in the same post), the user of Thallium decides which technique gets the added cooldown.
Cooldown extensions inflicted by weapons augmented with Thallium do not stack with other similar effects.
