Lucid decided to fly and catch some air. He made his way to the war mongers stadium where he saw a dead body. Fascinated with what happened he decided to capture the dead body as a pokemon, carrying it to his next location where the dead bodies would be located. Hopefully mr Raikage doesn’t chop off his arm for this type of act.
