Kino was successful in creating his clones. They took off to do their jobs successfully as soon as they were created. Meanwhile, Kino took note of the chakra forming around the tree before the water pillar had even appeared. It was strange, who was performing such a technique? It was something Kino had never seen before.. things were getting quite dangerous, apparently. Irou had just launched his attack, meanwhile, his clones were burning the one known as Hideyoshi to a crisp. The same with the one who had said something about both the Hokage and the Uzumaki clan.. He was successful in killing two out of the three. Kino had formed his hand sign, before the water could get to him. He disappeared without a trace, nothing for others to note that he had ran off. He ran backwards, at high speeds. {175} No one being able to trace him, it would be unlikely that he would be caught.

As Kino finished up his Multi-Shadow clone hand seals, he heard another set.

Water Heavens Convergence doesn't use handseals, so you're hearing something that doesn't exist and using it as a reason to take actions.

This technique enables the user to control water and moisture around oneself much like Gaara controls his sand.

The way this has been used in the past and registered, this technique does not require handseals. Most notably is when its used "like Gaara controls sand" (which obviously doesn't use handseals).

There are cases where jutsu that don't require handseals are shown with handseals for Kishi-derp dramatic effect, this is one of those cases.

Furthermore, the reason the wiki lists handseals in my intuition would be this:
"allowing the user in conjunction with the Summoning Technique to allow water-based summonings "

With the summoning technique (which obviously uses handseals) I would assume that both techs would mesh together. In the case where it is only being used like "Gaara controls his sand", then I don't think they would be necessary
