Just when the man though he would die a victim of boredom, he picks up a chakra signature rivaling his own, traveling quickly towards him, at this point the boy would be a total of eighty meters away from him, his chakra sensory having failed to notice the boy immediately, upon his entrance into the range of one hundred meters. He'd already crossed twenty, and although Saiga could not see him, he knew of his approach. So, the man immediately activates a jutsu with the possible power to rival a kage of a major village. He molds the chakra within him together, and instantly releases it. At this very moment, the man experiences a surge in power, and for the first time, he could see! With his eyes, he could see the approach of the silhouette, as it traveled towards him, now a total of 75 meters away.
There was no time to waste, the time had come for the man to prove his superiority. With but a mental command, the dust above his head moves in front of him, six meters, transforming into its previous shape of a wall, two meters wide, and long, with a thickness of six inches. The wall simply floats in front of the man as he forms his next attack, this would be similar to the one before. A total of ten marble sized constructs, with a diameter of 1.3 centimeters. Each marble advances to a distance of six meters in front of the man, to the right of the wall. Next, six gallons worth of dust breaks off from the dust surrounding the man. Approximately three gallons worth moves to the man's right hand side, while the other three moves over to his left. The dust on both sides begins to bind together, almost instantly creating two disks, one on each side. Each disk is exactly one meters round, with a thickness of three centimeters. The disks both are a single meter away from the man, spinning viciously through the air.
Once the boy enters his range (35 meters), all hell breaks loose. The wall in front of the man shoots forth, attempting to intercept the boy's path, the wall is intended to smash against the body of the boy, moving at top speed (800), it seemed almost inevitable for this to happen, as it is very unlikely for the boy to be able to see the attack, and prepare a proper defense for it. If the wall connects with the body of the boy, he would be killed instantly, his body crushed from he sheer force of the blow. Even with this, his assault would not end, the marbles hardly noticeable at this range, would also shoot forth. All ten marbles aim to follow the boy upon the rare chance, he survives, or escapes the head on collision with the wall. These marbles would follow the boy regardless of change in position with the aid of Saiga's chakra sensory, if by chance they catch up to him, two would attempt to pierce him through the skull, six would aim to slam into his torso, and the other two would aim to pierce his hands.
The dust around the man continues to swirl about, now composed of thirty one gallons. Still, the dust retains its thickness, and still extends five meters from his body, in all directions (forward, backwards, left, and right) at waist level. The platform he stands on shortens in length, and width. Becoming just large enough for the man alone to stand upon, one meter wide, and long, with a thickness, of one meter due to the excess dust cut off from the width, and length. Saiga takes note of how fast the intruder is, he would have to be on his guard. Maybe, just maybe, he would have to use the dust within his armor for defensive purposes if the time came to it, for in the back of his mind, he became conscious of the area behind, under, and above him, all unlikely, but possible attack points. He would have to be prepared to defend himself, especially upon the rare chance that he loses sight of his prey.
As his dust flies out towards the boy at full speed, he sees no way for him to get out of this mess, he had created. The two disks at his sides, continue to spin rapidly, as Saiga waits for whatever may happen next.

Saiga, he knew not what he had summoned to the battle field on the day. Saiga was oblivious to the fact that this boy, Kenzo, a mere child, had been born a shinobi. Even Kenzo had forgotten, for as he looked upon Saiga's figure he had finally learned exactly what a real ninja was.
Such power. What... what the hell is this?
Kenzo screamed from within the depths of his mind as he gaze in awe at the potency of Saiga's chakra from a distance of 70 meters. Still, Kenzo did not stop, regardless of the fear hat swept over his body.
There are men who move from point to point in their lives with a plan for any and everything. Men blessed with power inconceivable even in one's wildest dreams. Never sidelined by coincidence, never caught unawares by circumstance: these are the men who find there names written in hymns and ballads, the writers of reality. Perhaps Saiga could have been considered such a man. And there are other men who wander along a path they are unfamiliar with, pushed constantly by winds over which they have no control, finding themselves wandering in places in which they have no will to be. Yet they stumble along this volatile path and eventually learn to relish in the uncertainty of their footsteps. Random becomes their solace. Kenzo was such a man, and there is another like him, a man lost in this world. That man, the only man who both satisfied and encouraged Kenzo's undying need for blood and war, was thought to be a monster in this world, but to Kenzo that man was a god(Youka Tau).
Kenzo had lived a short life thus far, riddled with so many random and treacherous events that it was a wonder that he was still in possession of the bulk of his sanity, yet every year was filled with the experience of a lifetime. One would be wrong if they said that Kenzo was not afraid that Saiga's next attack would be his end, but with so many years of triumph trailing behind him, and a lack of failure, he was not afraid to go foraging into the unknown. That boldness, that complete and utter lack of fear was, perhaps, a GRAVE mistake. Saiga's power towered over Kenzo's, and Kenzo knew this, yet, he continued onward with his flight even as his entire life flashed before his eyes. He could not search his thoughts and relive the memories that he could feel trapped within his broken consciousness, but to do so would mean to bring forth all the horror, pain and anger with it. The door suddenly shut behind Kenzo's mind, and he felt alone as he always did. Despite all these things, he could not feel the pain that an imposed eternity of death should bring upon. The brevity of life was supposed to heal all wounds, teach all lessons, and yet the 'Man', Kenzo, was painless and bereft of any actualization. Could it be that Fate had simply allowed him to experience a living Hell capable of a pain that transcends physical torture.
A shiver danced along his spine as he began to feel, for the very first time, the disturbing sensation of his mind ripping in two. The memories came bleeding through the barriers in his mind. Kenzo remembers the blood. He remembers the fear, and the loved ones that were erased in their wake. He remembers the feeling of helplessness, and he remembers being turned into a coward, for as the distance between himself and the man continued to lessen, Kenzo felt, again, a disturbance in his mind and body.
Of all the sensations stemming from the dam of memories that had been broken by this encounter, Kenzo felt one sensation in particular churning in his stomach that aroused the aura surrounding his body, forcing more and more flames to sprout upon the aura until every inch of the aura had been covered in a fur-like coat of thin dancing flames that were as sharp as blades. It was the sensation of battle. The man, Saiga, was large, much like the flame of chakra surrounding his body, but were not every challenger that proposed an unlimited battle to Kenzo one of the many who towered over him? Kenzo had been given the option to chose his battles, and he chose not to compete with his fellow genin. Kenzo had not been so complacence. He could not find satisfaction in sparring with the common Konoha shinobi either thus, he had made an appearance here. Now, he wasn't fighting to prove himself to any besides himself. Now, he was fighting to survive.
The air around him rippled with heat. Unlike a layman who had never tampered with a flame, Kenzo did not scamper from the heat; no, he was a child hailing from a clan whose rite of passage was to blow flames from ones mouth. Kenzo was a rare breed of shinobi who the legends of his childhood claimed was born of fire, not humans. His skin felt at home among the heat that radiated from his aura, but only once before had Kenzo ever displayed this kind of passion for the flame that he claimed was more than only locked in his heart; but boiling down through waters surrounding his flesh that would commonly evaporate, and engulf the figure of his very soul!
The feeling that Kenzo felt, the sensation of his mind ripping in two, it was a kind of schizophrenia. Half of Kenzo's mind and body shivered in anticipation for what was to come, excited that, finally, he could remove Saiga's very existence from this earth, and leave his body as nothing more than a pile of ash. The other half of Kenzo's body trembled in fear. He trembled not in fear of Saiga's power, but in fear of losing himself in this assault. He feared, only because there was a question that he could not answer himself: 'How does one kill a man?' Imagining it was so easy, but when he was in motion the entire act didn't seem to click. It didn't click until he was 65 meters away from Saiga's position. No longer did Kenzo's body tremble, for had come too far. Kenzo forced his body forward as chakra began coursing through Kenzo's entire body by means of the Body Activation Technique boosting his speed, strength, and health. The handseals for this technique had been finished long ago, for Kenzo had been proactive in his assault. The boosts granted by this technique were rather small in comparison to Saiga's, but this was all Kenzo had. Though he still knew not the future, he was hoping that now with he new-found speed and power he could compete with Saiga's attack. This was Kenzo's full power, this would be... his final attack.

Kenzo thought as his body flew towards Saiga. Not only was the aura surrounding Kenzo's body solid, but the innumerable 6 inch flames that danced upon his aura were solid as well. Each of the flames slashes through the air, leaving no room for any items to slip through the flames.
Regardless of what happened, the flaming orbs that remained within the cave system exploded, bringing down the cave on any who were inside. Even from this distance, the two fighters would be able to hear the screams of the many citizens that were crushed under the cave. With the entrance block, there would be no escape for the citizens of Taki. A number of flaming citizens would come running out of the cave system, screaming for dear life as the neared other citizens, hoping the others could, somehow, help. It was to no avail, for the moment they neared another citizen he/she too went up in flames.
Those screams alone were not enough to satisfy Kenzo. He did not want to hear the screams of that man, but the screams of Saiga. He could see from just looking at Saiga that the power Kenzo held could not even match Saiga's strength, not even now when Kenzo had been at full power. It was a sad thing to see, his own power minor in comparison o what he saw before him. No... He would not stand for this! He searched deep within himself, drawing whatever power he could muster to release it all in one go! This was Kenzo's plan. This was Kenzo's action. This was Kenzo's mistake.
The moment he made an attempt to push his power further, he suddenly found himself in a world of black. He had no sight, no feeling, and all the other emotions were distorted well beyond recognition. He was unconscious. Before he could even close the distance between himself, and the enemy... His body had given out, and he fell. His body came to a slow at a distance of 60 meters from Saiga, and the aura that surrounded Kenzo's body dissipated into nothingness, leaving the armored male to fall from his elevation of 15 feet towards the ground. He had not known the limits of his own power. Only today had he learned. A genin attempting to combat a village, and at the age of nine years old at that! What a fool!
Failure and weakness, two ideals Kenzo simply could not allow himself to know. But, today, Kenzo was weak. Today, Kenzo had failed, and because of this he would lose a lot more than his pride.

Voiding Saiga's post. Saiga's reaction time boost Reaction Time from his Battle Armor is capped, greatly limiting the reaction time gain. Because of this, Saiga's reaction time would never exceed Kenzo's speed, meaning he would have been unable to react or see Kenzo.
If the section under Jutsu rules labelled "Powering Up Jutsu" applies ONLY to jutsu, then Saiga's reaction time would be 190. If Jutsu rules DO apply to the item's boost then Saiga's reaction would be, at most, 240, which is still not enough to notice Kenzo at all because Kenzo's speed would be 300 at the time.
[If my void is incorrect, then that is my post. If my void makes sense, I'm requesting all edits back from that specific post since I wouldn't have had to edit.]

Alright, Kenzo. I don't believe you have complete understanding of the rules. I'm not attempting to increase Saiga's reaction time Via armor. His reaction time increase comes from a jutsu he activated earlier, which I will not link atm, since it's literally listed in plain view, listed in a named spoiler, for all to see...]

It is while waiting for the boy's attack, that Saiga hears the explosion, followed by the many terrified screams of his very own villagers. The location of this disturbance was none other than the very cave the man had hurriedly exited, after sensing the chakra surge. Biting his lower lip while behind the mask, along with resisting the urge to look at his dying villagers, the man has finally reached his breaking point. Readying all of his dust for attack, he would wait for an impact that would never come.
As to his amaze the boy would fall towards the ground, his body limp. Saiga unsure of whether or not this was another trap of sorts, he is weary to react, but his simple mind could not resist the sign of an opening, no matter the risk. The platform under the man moves, towards Kenzo, as he falls, slicing through the air, while lowering the elevation a bit. The dust around the man floats as-well, with a similar purpose as to when he traveled through the cave. The constructs created earlier fly with him, their distance remaining the same.
Almost instantly Saiga would arrive over the boy, twenty meters to be exact. The disks at his side, spin rapidly, before being shot towards the boy as he now lays on the ground, though Saiga is unaware of his unconsciousness. One disk aims to slam into the boy's head, while the other disks target is the boy's lower half, his waist to be specific, both moving at full speed, their lethality maxed. If both hits land, the death would be instant, the boy would suffer no pain, as his soul drifts into the afterlife. While he attacks, the dust around him continues to spin wildly, ready to grind anything which enters its vicinity, willing to do anything, for the sake of protecting Saiga. Saiga's mind is completely calm as he does this, though irked that someone had managed to push him so far. Indeed the boy was interesting to say the least.

One disk aims to slam into the boy's head, while the other disks target is the boy's lower half, his waist to be specific, both moving at full speed, their lethality maxed. If both hits land, the death would be instant, the boy would suffer no pain, as his soul drifts into the afterlife. While he attacks, the dust around him continues to spin wildly, ready to grind anything which enters its vicinity, willing to do anything, for the sake of protecting Saiga. Saiga's mind is completely calm as he does this, though irked that someone had managed to push him so far. Indeed the boy was interesting to say the least.

The Skies over Takigakure split in half as the Wind God descends, this was meant to be his first stop in his Diplomatic mission, however...
Crimson eyes covered by goggles view explosions rocking the village and a quick flex of his senses alert him to two chakra signatures inside his range. Grim faced he rockets towards the high levels of activity and with his Eternal Mangekyo he views the actions in slow motion, a Konoha Shinobi limp, and a Shinobi from Takigakure charging with abilities similar to a Suna-ANBU he once slaughtered...
Gold flashes across his frame and wind swirls around him in a torrent of raw force as he takes off barely thinking as his gem gleams and his wind propels him even faster, defending him from the buffeting force that would have torn a normal shinobi apart.
His eyes allow him to view and act in a manner that would fit best...As he flies past at a near untraceable speed of 940 a construct lands behind him, also defended by wind..And as he lands and thrusts hands hands forward unleashing a hurricane towards the dust constructs with a power and speed of 940 a roar escaping him as he exerts himself and unleashes his display of power, the massive silhouette of the Kyuubi no Kitsune flashing into the sky roaring with the fury of an wrathful god..
The Golden Silhouette of the Tsuchikage has arrived, and if all goes as planned the Taki-leader would be flung backwards his constructs decimated and his own frame being blasted backwards before he's cushioned by wind and constricted, if all goes as planned this should be what saves the man from an immediate death.
Stepping backwards swiftly he reaches back with his right Kyuubi-cloak clad hand and grasps the young Konoha citizen by any clothes he can grasp and lifts him up moving him behind him defensively as he carries him.
If all these actions do occur with the intense god-like speed and power he's known for...The Melody finally breaks out from the construct that landed behind him...
His frame straightens still tensed and prepared to react his senses on high alert and his power pulsating, his display of power still growling while it towers over Takigakure like a Wolf standing in front of a Cub it's deemed as it's own...
A deep commanding voice would speak slightly distorted and echoing from the power resounding around "What is the meaning of this!?" It demands killing intent flooding the village as clouds twist overhead and harsh winds pick up speed in the area...The Invincible has arrived "Someone explain this situation to me at once, or I'll tear this village from it's very foundations!!!!" And to punctuate this statement the Kyuubi no Kitsune roars overhead...Godly Chakra, a human that is reached far beyond what it takes to make a God nervous...
Echo the Invincible, Sage of the Wolf Canyons and the Jinchuuriki of the Kyuubi no Youko...If all goes as planned...He better get an explanation...Along with a lot of grovelling...

I think it would also be wise to note that Echo does not know Kenzo is a citizen of Konoha. For he is in fact wearing armor, and not his ninja headband, as it was never mentioned, not once, in the entire thread thus far.
Also, to please my curious soul, it would do great good for me to know how Echo managed to find the village. Another thing, why come to a village seeking diplomacy with your MS active? Almost as if you knew beforehand that there would be a battle scene.
Oh it may also be good for you to know that Echo would not be able to see Kenzo's chakra sig. upon his arrival. Seeing as you yourself stated that his body was limp when you arrived, and due to Kenzo's armor, you wouldn't be able to sense him at all.
Basically what I am trying to say is that upon Echo's arrival, he wouldn't see a thing, and upon the miraculous chance that he does, he would just see a single powerful chakra signature, along with explosions and the such.
Further proof of Echo not being able to see anything:
At the point of your arrival, you would be above the trees of the village. Several hundred meters in the air, your sight would be blinded by the many branches and the sort. I can however see a way for you to be able to hear an explosion from this height, but nothing more, as I do not believe any normal chakra sensory allows one to sense from such a distance.

Nowhere does it say "Echo knew he was a citizen of Konoha", and you did not cite examples of metagaming
"Navi picked up the bag of kittens" is not metagaming even if Navi doesn't know IC what is in the bag. "Navi picked up what he knew to be the bag of kittens" is metagaming if IC Navi had no reason to believe kittens were inside.
For more on Metagaming, please ask any staff member on this site, unfortunately Lost's written rule there isn't exactly very explanatory, so I understand the confusion.

His character has traveled the world and goes very fast. This isn't some academy student saying he "happened to stumble across" here. It's more than reasonable to assume that Echo's character could be here. Also, it's common for ninja to travel between villages with chakra sensory activated, whether it be MS or by other means.
Furthermore, while Echo hasn't been to Takigakure before, it was on the original list owned
by the Fire Nation so logically Echo would know where it is as he held the office of Captain of the ANBU Black-ops. At the very least, he'd have the coordinates.

It "can" not it "does". The wording of this means that this works like the chakra hiding technique, and it can be toggled on and off. No further description is given, meaning that a case can be made where
this effect would not take part because the user is not conscious to use it, or Kenzo can simply state "as he was unconscious, his armor no longer masked his chakra signature" and it would be just as legit.
Regardless, your chakra signature might as well be a neon sign visible from space right now, so even if this ruling was made it would be a minor edit at most and the topic would proceed with otherwise no difference.

You cite him proceeding with wind in the sky, and say that's why he can't see anything. I feel that the MS dojutsu would allow for him to clearly sense you and your chakra signature. Given what I see on Echo's character page, it would also be reasonable for him to sense Kenzo with his ninetails, his powerful character, and his Mangekyo sensory paired with chakra sensory. In naruto canon, when jinchuriki characters or otherwise very strong characters are powerful enough, they can sense with a much higher degree of efficiency.
Some of these things I realize were a bit unclear so I had to explain them, such as things that had to be explained by talking about Echo's past. However, hopefully the rest of this has been made clear to you.
