Mitsui likes the wine here

Mitsui would stop after a long journey from Sunagakure to Konoha at the ichiraku ramen bar. Mitsui would sit down at one of the bar stools. He would get a bowl of ramen and a bottle of wine. Mitsui would proceed to eat some ramen and then drink some wine. This would happen in quick succession. Mitsui would love this food because it was so much better then in Sunasgakure where there was barely any of it and in Takigakure where the food was good but this food was truly the best. Takigakure had the best pizza to Mitsui. Mitsui see 2 people in a fight off to the side. The place was really loud due to all these drunk people yelling here.

Tatusya was walking around the streets Konoha looking at the shops here and there. One the edge of the strip was the famous ramen bar. Many memories rested in that place and more were sure to fall. Walking by he hears the loud commotions from inside and when lind up with the front door Tatusya sees a strange face inside. Not entering Tatuysa stops walking to look at the man. He boor no head ban but did looked to be a ninja by the physical characteristics.

'Eh what ever' Tatusya thinks and decides to keep on walking unless something happens that makes Tatusya do otherwise.

Mitsui was eating and drinking until suddenly, due to Mitsui's chakra sensory, noticed a decently large chakra signature. Mitsui would be drinking more and would now yell boorishly loud since Mitsui was starting to become drunk and this often meant becoming violent, to the man who was walking around just outside, "HEY COME ON IN HERE AND LETS TALK!!!!". Mitsui would not have much sense at this point but his fighting skills would not really deteriorate. If the man kept walking, Mitsui would shoot off his seat and run to the man outside, and then would yell in the man's ear louder now, "HEY COME ON IN HERE AND LETS TALK!!!". The running would happen at a speed of 62 for now.

Using Chakra sensory skill

Tatusya was about to walk away when the man from inside called out for him. It was clear that he was drunk and really Tatusya wanted nothing to do with a drunk man but oh well it was his duty of the leaf to be a host to other villages.
Tatusya walks into the shop and bows to the man. He was clearly older then Tatusya but that should be of no concern.
Tatusay will then make his way to sit down next to the man then says.

"Hello my name is Tatsuya"

Mitsui would continue to be drunk and thus would act the part. Mitsui's drunkness would also make him rude among other things. Mitsui would proceed with the drunkness and point to the 2 men fighting and ask loudly, "What do you think you should do about those men fighting there?". Mitsui would proceed to drink his 4th wine bottle now. Mitsui would totally forget about introducing or being polite in general for that matter.

Looking over to where he pointed.

"Eh probably not much. I dont really wan to get involved in a fight. Unless of course it looks like some one is going to die."

They did not look like they where going to kill one another so Tatusya would try to ignore it.

"So are you form around here." Tatsuya says.

Tatusya did feel a little uncomfortable as the man was definitely a ninja but no matter Tatsuya should be fine.

Mitsui would listen to Tatsuya's statement about what to do about the fight. This was totally against what Mitsui was thinking. Mitsui wanted him to break up the fight so... Mitsui wanted Tatsuya to break up the fight. Mitsui would then increase his drunken rampage and take offense at what Tatsuya said because of the fact that he is to Mitsui anyway showing apathy about the situation. Mitsui would yell, "WHAT ARE YOU, SOME KIND OF COWARD?!?!?!?, COWARDS LIKE YOU MAKE ME SICK!!!!", Mitsui would then swing the bottle he is holding now at 119 speed at the man's head at 50 strength. The other man would be knocked out if he would not be able to dodge it. If this attack would hit, then the other man would be completely knocked out. Mitsui would be sure not to kill him so Mitsui would not aim for the temples. Mitsui would aim for the fore head cause then the guy would be simply unconscious. Mitsui wanted this guy to fix his issues or what Mitsui thought of as issues so he would not try to kill him.

If all that hit, Mitsui would then stoop down and reach into the guy's wallet to grab about 40 ryo and put it onto the counter to pay for the drinks. When the bar tender would take the money, Mitsui would then run away at 97 speed starting that would soon progress to 195 speed. His business here was done and he probably looked really bad doing it anyway.

Tatsuya is startled but not surprised by the mans words. He spoke with violence in his soul and Tatsuya was ready. Ready to react after he is done speaking Tatsuya sees his arm begins to rise into the air. He would have to wait until his arm made its decent. He was much faster then Tatsuya and his use of his shadows would not work. However Tatsuya could use the fact that the bottle was swinging down to his advantage. With a swift movement of his hands Tatsuya preforms a short and quick hand seals. (Rat → Bird)
Four 3m tendrils would come up from Tatsuya's Shadow ready to strike. As the bottle comes swinging down Tatsuya has one of the tendrils target his arm. It did not matter if his arm was moving faster then the shadow because the tendrils would come up from right in front of Tatsuya as well his arm would fly right into one of them.
The tendril makes a clean cut into his flying arm unfortunitally his arm still had a chance to make contact with Tatsuya but it would be at a much slower speed and would most likely not make Tatsuya go unconscious.
Tatsuya also makes one of the other tendrils go through the man leg and into the seat witch would prevent the man from going anywhere.

What was this man doing? If this man belonged to a village then it could be seen as an act of war with his village. It would be unlikely that Tatsuya would bring this to the Hokage unless it gets more out of control.

No matter the shadow made its way through the mans arm and leg as well Tatsuay had two more tendrils ready to strike. Tatusya would not intend to strike any vital parts but Tatusya would do what is necessary to stop this man.  

"Now then are we finished?"

(You probably do not have enough time to do the hand seals as it would be much faster to move an arm at 119 speed then to do 2 hand seals in 50 speed. If that is not true then, I am assuming that the shadows would appear from the ground, that seems to be the only thing that makes sense. )

Due to the fact that the guy's 2 hand seals and then the shadows moving from the ground was all at less then half of Mitsui's arm movement speed, Mitsui would easily connect the bottle to the other guy's head. Since the guy would certainly be knocked out since he did not make any attempt to dodge the attack and his defense would probably have been effective had it been a little faster, Mitsui would proceed to take 40 ryo and use that to pay for the wine. Mitsui would then use the ram hand seal to quickly body flicker away at 195 speed.

Tatsuya still being hit on the head is knocked out by the man and then falls to the ground. The store manager would come to Tatsuya's aid and when he awoke the man was far gone. It had seemed that he also took some of his ryo.
What a rude human he was and Tatusya would not wish to see him again unless it was for a fight. No matter Tatsuya when he would re awaken would preform some medical nin jutsu to his head to make sure that he did not suffer any brain injuries. A greenish wavy color comes out of Tatsuya's hand as he brings it up to the hurting aria. his head hurt but it should not last long. Then sitting in a chair for a moment he asks for a drink of water. 

Soon Tatsuay walks out of the shop and says.

"What an odd and short occurrence. What could that man what with our village?"

Tatsuya would keep an eye out for the man and try to discover if he posed a threat to the village. Tatsuay was not against people entering and leaving villages but this man had mad an attack and that was not ok. No matter for now Tatusya would just return home and tend to his hurt head.
