What walrus did Kira speak to?

Den was doing paperwork when he came over a correspondence from one of his instructors asking if they would be attempting another chunin exam soon, and also inquiring whether Denkiteki would try and include another village like they attempted with Konoha before.
Deciding to try contacting Konoha again Den would send a letter addressed to the Hokage that would read, I had arrangements with your predecessor to have a meeting with him about holding a joint chunin exam between our villages and was wondering if you would be interested in a similiar offer.
Giving the short letter to a carrier bird Den continued with the rest of his paperwork, the bird would deliver the message to the Hokage's office.

A few months passed...
Ari was sweeping up the Hokage chambers after another assault on the wall took place, leaving rubble and dust all over the floor for people to trip on. She wondered briefly why anybody bothered to repair the wall when Kurisu would just smash it down again.. No matter.
As she combed through the floorboards with sturdy bristles something suddenly caught her eye. A white object presumably made of paper was stuck between the boards and apparently forgotten. Ari knelt and pinned the paper between her right index finger and thumb, turning what was revealed to be a letter around so she might figure out who sent it.
Needless to say, upon realizing where it came from and the date upon it, Ari immediately started shouting for Kurisu to come upstairs. "Kurisu!" She shouted, and continued to shout until he'd arrive at the office. "I told you when the paper's talking to you it can't be shut up by burying it in the floorboards." Ari poked fun as she held out the letter.
"Could be important, let me know if you need some privacy with it." She continued to sweep the floor, now keeping a close eye on the cracks for anything else suspicious.

He was awoken from his sleep, rubbing his eyes as he made his way down to the office. He laughed some at Ari joking about the papers speaking to him, granted it had happened before. "What's the letter say?" he'd ask, not entirely wanting to read a letter after just waking up.

Surprised by Kurisu's request for her to read the letter, Ari drew her arm back in and opened it. She held the paper slightly beneath her face so she could occasionally make eye contact with Kurisu while summarising it. "It seems to be a letter from Hoshigakure." Ari paused, reading ahead before speaking again. "They're asking if you want to hold a joint Chuunin exam; he also mentions that the previous Hokage had arranged to do a joint Chuunin exam with Hoshigakure." She quickly began scanning the letter for a name. "It's from a... Denkiteki Hayato." Finally, Ari held out the paper for Kurisu to receive and waited for his response.

Kurisu thought about that new village, Hoshigakure no Sato, having been absent during the time that it rose to become one of the major villages. In truth he still knew far too little about the place, only hearing some from his son Kasuga who had gone there and returned with the proclamation 'Akihana is now my sister' though he'd accepted his son's supposed new sister as a way of keeping the family together.
The matter of doing a joint chuunin exams was another story altogether. While it didn't seem like a bad idea, he was already holding jounin exams with Sunagakure no Sato. Taking the letter he'd write under Denkiteki's words. "Sorry, we won't be able to do that for quite a while. In the middle of Jounin Exams. I will contact after things are less busy, that way we can still do that in the future." with that he'd have one of the nearby birds take the letter back to Hoshi.
Turning to Ari, "Thanks, probably never would have read that if you didn't find it. You ready to win those jounin exams?"
