Shinoskay would stand just outside of the scene with Cho, his teammate, and the Kage's office.... he was worried about his teammate, and since the way the arena was made there was no way for the fights to happen at the same time so he was free right now, he made sure to arrive to show his support of his teammate as was the way of the whole 'Will of Fire' he had heard about.
Shinoskay had his chakra suppressed, of course.

While the Kage wasn't loud, she wasn't quiet either.... Shinoskay remained in a seat outside the office while the situation transpired and he quietly listened in on the situation as best he could.....
"You don't fight for me, you fight for your allies."
As he heard the obscure sounds of the situation transpire.... and the sound of the blade cleanly drawn... he feared his teammate was been executed. A rush of panicked lurched through his chest in fear for her.
"Whatever team you were a part of, whoever your old mentor was, those days are over. You'll be given until the end of the day to pack your things, then you'll be moving in with him, he should be able to set you on the right track."
'Wait, what?' In his thoughts, the boy couldn't understand this.... it sounded directly contradicting to what was just said... if she was to fight for her allies, why take her away from her team? Her source of comradery... her sense of fellowship... it didn't make sense to him. In his mind he continued to mull this over as the scene transpired, what could he do?

If you wanted to observe, you should have posted on the topic itself.
Before you bring up the village invasion observation topics, those were made when all parties agreed that it would help move the topics along. This was not agreed upon for this topic and staff believes it sets a bad precedent to allow one to do this without proper permission, so this is void.

While that is true staff has decided that observation topics like this set a bad precedent for what can be allowed. This opens the door to a lot of shady stuff, and while I think your intent here was good, it'd be better to nip it sooner rather than later.
