Backstory:An advanced version of utilizing the whistle trigger skill. The vocal casting is powerful especially when used in the use of deception with the likes of genjutsu, and even healing. To bypass the need of using their hands a shinobi allowing their hands to properly be used freely. This is useful when bound, and unless unconscious one can use mumbling behind gagging attempts to connect and utilize their jutsu.
Effect:

Vocal casting lets the user's voice and spoken word bypass the use of hand seals/signs. Which allows the use of such methods subtly like in a conversation. By merely speaking the respective handseal/sign instead of forming it physically. In this case it can be spoken at a speed equal to the user's Agility speed.

Individuals who have mastered their jutsu at least 1 time. Gain a unique ability instead of forming, or speaking the hand seals required, and can just say the name of the technique. In the case of using amplifiers with a mastered jutsu, the user can instead of weaving the seals, or even speak the word/name of the jutsu “enhanced fire ball” as simple examples.

Although this comes at the cost of increased AP cost per spoken handseal/sign of +15 AP after AP reductions from masteries/ chakra stat discounts. While jutsu used this way have a +1 post cooldown added that ignores cooldown reductions from other skills, and jutsu.
