Eye for an eye

Haru would continue running as he previously had planned. His own sensory would allow him to see Takeo, who had detected him and likely compensated his plans for it.
 
Haru would continue running, able to track his speed as he body flickered with the help of his sharingan. He would use his own taijutsu shunshin to keep up with him, reaching 300 speed and netting Takeo no real gain in distance. Now they were about 30 meters from each other, Haru would try to keep up with Takeo, his speed only slightly below that of Takeo.
 
Haru knew he could just keep up with Takeo, but eventually, he’d outdistance him, so long as he could keep up his boosted state. Assuming that it lasted the same amount of time as his Fury of the Storm, Haru figured waiting him out was not a viable tactic. Instead, he made two hand signs, still running after Takeo, using Nativity to slow him down. Thankfully, this island was rather large, as Takeo had already stated, and crossing it took some time, even at high speeds.
 
Roots would erupt from the ground, attempting to tug at Takeo’s feet and stop him, although Haru doubted they would actually be able to stop him, it was worth the shot. In addition to the roots, Haru would form a wall of spiked tree branches, sprouting from the ground ahead of Takeo so that they had time to form. The trees would simultaneously form in “U” formation around Takeo, all facing him, so that he could not simply turn. The walls of spikes themselves would be 10 meters high, and the spikes would be one meter long each once grown to maximum length. These walls would form at Haru’s maximum range at the time of creation, allowing them enough time to grow at least partially before Takeo reached them, high enough to stop him from simply jumping over them.
 
Now normally, One Way Road would likely blast them away, but at the speed Takeo was moving, the force of impact was easily enough to break the barrier.

(Was a bit unsure at first, but checked with Viper and got confirmation that Body Flicker is more or less exempt from the amplifier rule, as its function is a bit different as its meant to increase only movement speed briefly. I could have sworn there was mention of it somewhere, as there have been a few cases of people body flickering around while using boosters. But yeah, Tak can do that and not kill himself.)

(Where in the rules does it say that? If it's an unwritten rule, then it shouldn't apply, because it's not in the stat rules, or the body flicker rules.)

(It's a mistake if anything, as like I said Body Flicker is meant to just increase movement speed, and while it does boost speed it definitely works differently from other boosters. Sorry for the inconvenience, I'll edit the Body Flicker app so that this mistake isn't made again in the future.)

After wandering around the village and talking to some people, Mitako for instance and his sensei, Hysterio had wanted to fly around over the top of the village to get a good look at everything. Unfortunately, this was awkward. After summoning Frank Sinatra, Hysterio realized it was a little hard to balance on top of his little friend, and sighed, deciding to let Frank Sinatra fly around up top by himself. It was unfortunately really, as Frank Sinatra was more than strong enough to be able to lift Hysterio, he knew this from experience before. Hysterio placed a mark seal on the duck so that he could track him if necessary, making sure his Chakra Converter was set to the speed setting in case the duck got into an argument. That way he could get there quickly to try to explain what was going on.

The two of them climbed to the top of the nearest building, the tallest in the immediate area, looking around them. Hysterio noticed what could only be an Anbu suddenly stop and begin to run towards an important looking building. Looking around for what he might be intercepting, or trying to prevent, Hysterio noticed someone who looked like his boss also running towards the building, perhaps that building was the village office.

Wondering if there was an attempted coup or something going on, Hysterio whispered silently to Frank Sinatra, they would need all the power they could get if the Anbu was hurrying and the guy who looked more and more like the boss did not look happy and was himself in a rather large hurry to get to the building. Frank Sinatra quacked plaintively and then took off to the skies, leek held in his bill, flying away straight to the coast the better to see anyone trying to escape. In fact, they were almost on the other side of the building from the village entrance, and if the boss, Xyxer, had shown up much farther to the side, Hysterio would not have noticed him at all. The building the Anbu (or whoever was dressed up as one) and the boss was approaching was quite far away, being about

Frank Sinatra began flapping his wings, in a big hurry himself. Hopefully if the boss saw him he would remember the summon from when he had last seen Hysterio. Frank Sinatra would fly up to about 100 meters in height, so that he could survey the entire village and alert Hysterio if he noticed anything. While he was flying and gaining height, Frank Sinatra released his inner energy, boosting both Hysterio and his own speeds  and strength significantly. Quite an amazing ability if he did say so himself.

Hysterio watched the building to see if signs of a fight broke out, standing behind some other debris so that he was hidden, unless anyone was specifically looking for him there with something that could see past the debris, then he would be extremely hard to notice. What happened next surprised him.

The wall was blasted open by a familiar figure who was cloaked in an aura Hysterio had definitely seen before, one familiar to him despite the distance. Takeo. The self proclaimed Tenkage who had been working with Xyxer to destroy their home village. Hysterio’s eyes glared in hate. Suddenly a lot of things looked like they made sense, though he could of course not be entirely certain, it appeared that the Anbu had known Takeo Tadashi was up to something and perhaps the boss had noticed too. Takeo Tadashi should be leaving by the normal entrance if he had nothing to hid, though how he had gotten to Shimagakure, Hysterio had no idea. Regardless it looked like Takeo was up to no good or he would be exiting the normal way. Hysterio decided his job would be to delay Takeo until he had a better idea of what was going on.

As Takeo was forming the hand seal, most likely going to try to enhance his movement in some way as there were no enemies nearby for him to fight at the moment, Hysterio began moving from his spot, running sideways on top of the building, (97 speed) which was the last before the beaches, breaking cover shortly afterward, meaning Takeo had no way of knowing there was another waiting to intercept him at the moment he would activate the Body Flicker, unless he had some way of noticing Hysterio from outside his Chakra Sensory range, there being no visual indications of Hysterio’s presence as the duck was already high in the sky and away from Hysterio’s current position. He had no idea where Takeo was headed but figured that moving to the open sea would give him time to see where Takeo was headed and hopefully delay him.

If Takeo did not change his actions, as Hysterio would have been rather difficult to sense being outside of Takeo’s Chakra Sensory range, he would body flicker out to sea as far as he could, disappearing in a blur of speed, when he noticed Takeo suddenly disappear, because THAT could only mean that he 1. Teleported, which was unlikely or he could have easily gone to Kumogakure before, or 2. Was moving at top speed away. Upon arriving, Hysterio would turn to fully face where Takeo had left the building though running in the same direction to maintain momentum. If he was able to hear the other's movement, he would shift his movement to take him towards the front of the source, keeping in mind Takeo's starting point. However, this would only be a slight change of direction and he would be moving at full speed now, albeit away from the village for the most part.
