Twas on a late afternoon, that three cloud village ninja made their way into an inn within the village, on some business trip. Twas also on this late afternoon, that Risako was assigned the task of watching these strangers, and making sure they weren't up to anything fishy. Risako only knew two things about the mission she was about to embark on. One: that a trio of cloud ninja were staying at an inn, and two: that the higher-ups wanted someone to keep an eye on them, and find out what they were up to. She also knew that she was supposed to keep a low profile, lest she alert the trio of her actions. Thus, she only took one of her team with her this time. With her preparations made, she sat on a bench down the road from her intended target, waiting for the big man himself, Mako Sarutobi, to make his appearance.
Despite her sitting there, she had confirmed a few things before she withdrew from the situation. The group was decently armed, each one carrying a katana and some offhand weapon, such as a knife. She then wondered, how they managed to sneak the weapons into the village. Her first thought was that someone was being lazy when they inspected 'em. Second, she found saw they had some sort of package in their room, which looked suspicious. Using the transformation technique, she pretended to be a bird for a few seconds, and got a peek in the window. Now, had she actually been good at the technique, she could have just spied on them all day like that.
But her lack of skill with such a trivial jutsu isn't important. What was important, was that she was now sitting on a bench. Waiting for her teammate to arrive. How would Mako know to come to her? This is a good question! and I'm stoked you asked! The answer is that she asked said higher up to fetch said member of her squad/team/whatever, and tell him to meet her close to the inn. Whether or not he managed to arrive, she would continue with her task soon. In the meantime, she attempted to practice channeling wind, as it was a task given to her by the Hokage.

Mako was on his way back from training when he was accosted by a messenger from the Hokage, he hated seeing these guys and he had seen them all too frequently the last few days. Since being assigned to his third new team since graduation as a Genin he had been given quite a few missions. In typical fashion the messenger disappeared in a puff of smoke, shadow clones he thought to himself, he opened the mission specifications and read them.
"Meet Risako outside the Inn and she will brief you on the details" he laughed, Captain Risako the little girl with a big attitude. He had had problems with her before but altogether didn't mind her. He wondered why Ryugia wasn't chosen but just assumed she had a crush on him, most girls do. He chuckled and lit a cigarette, knowing the worst part of the mission was not being able to go to his apartment before it started. He changed direction and headed to the inn. It wasn't too far away and had a 3 minute walk before he got there.
Mako saw her sitting on a bench as he approached, head in the clouds but showing signs of both nervousness and careful plotting. He meandered over to her in no hurry and took a seat on the bench next to her and leaned back with his arms along the backs slouching with his legs crossed in front of him. Half smoked cigarette hanging out of his mouth.

By the time Mako had sat on the bench, she had stopped trying to channel the wind element, for fear that the extra oxygen might cause the very air around Mako to spontaneously combust. Risako sat with her hands folded under her nose. Just a little under her breath, she half whispered, "I've been given the task of determining if three foreign ninja are trustworthy... Well, basically anyway." With that out of the way, she also already had a plan kind of halfway not formulated, and it involved them storming in and just beating the foreigners to a pulp.
Then again, that was probably very ill advised, and very against the mission parameters. Moving on, the much better, plan b, involved Mako and Risako just kind of tailing and watching the the cloud-nin. Chuckling, she would say "We'll just follow them around like a few stalkers for a while, and if nothing happens, we'll call it a day." Her voice took a slightly more serious tone, before she said "If any fighting happens, only hop in if you think you're capable." She didn't need nor want a dead genin on her hands. It was pretty obvious why, I mean, if one of your underlings died because you couldn't protect 'em, it usually looked bad.
While she waited for a response, she would keep her eye on the door of the inn, waiting for any one of the three to leave.

Mako laughed about Risako channeling wind chakra trying to learn a new element. He too worked tirelessly to channel his clans exclusive element. However when he heard the small kunoichi whisper the mission a plan immediately formed in his mind. Mako loved a good brawl and from this distance he could tell that each of these Cloud ninja had a cloud katana, one of the sharpest and sturdy blades that can be made by man, he wanted to fight and he wanted one of those swords. However he seemed to be grasping that the mission required a degree of discretion, and so discretion it would be. He reached up behind her and grabbed the knot of her headband {im assuming is on your forehead} and untied it. He then pulled his off he tossed them both away into the bushes so as not to have any connection to himself or his captain. He figured at this point they could accurately be assumed as ninja but there was no proof giving them away. "So i could go in and order some drinks and we could chat maybe get to the bottom of it? You could hang back for backup." He said laughing thinking about how his mission could end up being partying with foreign ninja.
He stood up and walked toward the Inn he couldn't stop staring at the sword and did the hand sign for a substitution setting up with a log nearby just in case things got sticky. He pulled out a cigarette in his right hand and lit it.

Risako didn't budge as Mako untied the headband that was around her neck. Only her eyes moved, to see where he put it, because due to the village defenses, it was semi important in tracking her location. After that, she kinda tagged along side her teammate as he strode so casually into the place they were trying to keep an eye on. Before they entered, she would say under our breath, "Cousins from Tanzaku town, on a trip to Konoha for vacation or someshit." Hopefully, despite that sentence being really short, it would be enough for Mako to go on. She would leave the back story up to him, since she was decently good at playing along.
As they entered, she walked right to the a table in a corner. The table offered a good view of the whole lower floor, and the staircase to the bedrooms on the second floor. From where she sat, she could eye up the two cloud ninja closest to her, and she could see that one of them had a key sticking out of her back pocket. On the key, were some letters that she couldn't make out from where she was at, but it was likely the key to the room they were renting. Presuming Mako sat with them, she would pretend to be looking at the menu, while saying "So, I'm assuming that attitude of your's is good for something aside from pissing people off. Try and see if you can socialize with them or something. Go wild if you have too, just get 'em to relax enough I can nab the key and go rummage through their stuff." This was going to seem more like a fun drinking night than a mission for Mako, provided he didn't fuck up.

Mako laughed loudly and obnoxiously, "cousins from Tanzaku town", he knew Risako could've done better than that but he supposed given the circumstances and her nervousness about sending her Genin she was responsible for directly into the line of fire, it could've been worse. Mako saw her head to the corner of the building quietly and quickly that was good, exactly how he had hoped she had done. He was gonna show her why he had never achieved Chuunin. He liked to party and he liked the ladies, and most of all he liked to goof off, but he wasn't a rookie he knew how to handle himself. He was great with people and a decent manipulator he didn't know where he learned it but he had it.
As soon as Mako crossed the threshold of the door he seemed to transform into another person, not by any means of chakra usage but by the force of willpower. He started laughing loudly drawing everyone in the bar's attention toward him including the looks of the Cloud ninja.
"So why is this place so quiet isn't a place of fun!" he said loudly swaggering throughout the Inn taking a seat at a table near the cloud ninja. "Barmaid bring me 1 sake and, 1 sake for everyone in here." he said pointing at the only other people in here, the cloud ninja. Mako had no money on him but he figured it was for a mission so either Risako would be stuck with the bill or things would get bad and they wouldn't pay, either way he was getting the mission done.
When the barmaids delivered the drinks to both tables he poured a small glass for himself, he took a drink just to calm his nerves, however every drink following he drank directly out of the bottle and spit it back into the bottle so as not to get too drunk. He looked to see if the cloud ninja were gonna drink, two of the party seemed to want to drink it but the one with his back facing him seemed to keep them from doing it.
He could her the whispers "C'mon boss let us have some it was free," "Yea that vagabond is buying". The leader said "We cannot afford to lose our senses while on mission." "But boss, the mission doesn't start til tomorrow and we never get to enjoy ourselves." Finally after the prodding he gave in, the two at the table who's faces he could see started drinking but the leader put his elbows on the table in front of him and sighed, "we have been busy on mission in enemy territory for several weeks, but a night of relaxation wont hurt, But if either of you aren't on top of your game by the morning i will kill you myself." They stopped drinking for a second and slowed down they paced themselves so they could enjoy their night but not have too bad of a next day.
Mako looked over at Risako and nodded, he took one last drink from the bottle swallowing very little and letting the rest pour out the sides of his mouth onto the floor. "AHHHHH!!!!" he stood up and lit a cigarette, and swaggered over to the table with the ninja offering each of them one and none of them took one. He shrugged and sat in the chair at the end of the table.
He started rambling to them about unimportant stuff, previous exploits with girls and the like laughing obnoxiously and telling jokes the other two continued to drink but the leader the ever cautious one kept a cautious eye out. Mako ordered 2 more bottles,and he continued cracking up explaining a long weaved lie about how the girl and him were cousins traveling about. The leader relaxed a bit but stayed cautious but the other two continued getting drunk.

Risako laughed as Mako moved on with his little diversion. Hopefully he brought some money, because hers was sitting in her night stand at home. If not, then they would likely be scrubbing toilets to make up for the lack of funding. Stretching, the girl would stand, and make her way to the bath room. On her way, she nabbed the key out of the back pocket of the female cloud ninja with a swift movement. Either they would be too distracted by Mako, or couldn't register the movement.
After she reached the bathroom, she pocketed the key and waited a moment before exiting, so that it looked like she was really in there to use the bathroom. Then came the semi-easy part, which was just going upstairs and pilfering through their stuff, to see if they had anything that would lead to a clue as to why they decided to come to the village.
Once she was on the second floor of the inn, she checked the key to see what room it belonged too. 3-A. Risako then strode up and down the hall looking for 3-A, which happened to be the last room on the right. Opening the door, she got to work immediately: Going through every drawer, cabinet, pouch, sock, etc. etc. Finally, she checked under the bed, and found a small black box with the Kumo symbol on it. In the box was a few papers, which contained information on a target by the name of Kakuzo. Now, it also listed that he was to be executed. Aside from that, it gave no reason as to why he was to be executed. As far as she remembered, no one significant in the leaf was named Kakuzo, so the target was most likely wanted by Kumo.
She sighed, stuck the box back where it was, and left the key on the bed. Trying to put the key back into her pocket would have been much harder than taking it. (Since the key was practically hanging out.) Hopefully Mako could get them drunk enough to ignore the unlocked door. Either way, now she had to make her way back to Mako, and find a good time to fill him in on what was going on.

Mako noticed Risako slip through the door and head up the stairs, he knew shed be back with information. He continued his charade the two ninja on his left were too drunk to notice but the leader was still cautious, in fact he was so cautious that when Risako left he decided to follow her. Mako didn't know how to react he knew Risako was a chunin and could easily handle herself but he didn't know how strong this guy was and he knew giving up the charade would be bad right now he would be beaten down. He waited until the leader left and he made his move he couldn't let Risako know without giving themselves away. He quickly stood and indisposed the two drunk shinobi with one attack to the back of their heads, in this state there was no way that they could put up too much of a fight. He went through their things quickly finding their ryo and tossed it to the barmaid. He had desperately wanted the red and white Heaven katana and he wasn't leaving without one. He unhooked one of the ninjas swords and slung it over his back, then tied the two up to the chairs where they slept peacefully they wouldnt remember this. He was very happy the inn was currently empty, because otherwise they mightve gotten into some trouble.
The enemy shinobi leader made his way up the steps, and just as his head peeked out over the top step he noticed Risako exiting their room. Not seeing any headband or way to determine the homeland of this ninja he yelled out "Hey, what were you doing in there," and sprinted up the steps to be nearer to the intruder. The walls were too small to draw his sword but he formed a handsign and very quickly shot a stream of wind that engulfed the entire hallway directly at her.
Mako heard the leader yell but he was in the middle of tying up these two and couldnt stop to help his captain and hoped she could handle it on her own. If these two woke up they would be outnumbered. Mako was worried though...

The walls were too small to draw his sword but he formed a handsign and very quickly shot a stream of wind that engulfed the entire hallway directly at her.
Mako heard the leader yell but he was in the middle of tying up these two and couldnt stop to help his captain and hoped she could handle it on her own. If these two woke up they would be outnumbered. Mako was worried though...

Well, as she exited the room, she realized her mistake all too late. Risako fell down as the wind blew throughout the hall, as part of the act of course. As soon as her ass hit the ground, the water works began, as did a long unbroken stammering of "I don't know, I got the wrong room, etc. etc." Surely, the captain would take pity on a poor girl who made an honest mistake. Well, not really, since he was a semi-important military member of a certain village hidden in the clouds, so Risako just played along as he marched down the hall way and seized her wrist. Then, said cloud ninja did a quick glance over the room, and saw that the room looked untouched, aside from the key on the bed. After a brief moment of silence, he confirmed everything once again, and took the key off the bed, handed it to Risako, and said "I suppose this is yours, if you go down stairs send my subordinates up please."
Risako snatched the key and nodded, after faking a sniffle. She then proceeded her way down the stairs, where she would find two bound, drunk cloud ninja, and a certain Mako with a sword of theirs. Good thing the captain stayed upstairs, lest the whole cover be blown. Risako was whisper yelling at Mako, "What! Untie them! Now! Put the sword back," yada yada, and a whole slew of other bitchy commands, that would persist until Mako had done so. Good thing these two were shit faced, because that meant Risako and Mako could get away with it.
Hopefully, if Mako complied, then she would slip the key back into the female ninja's pocket, and make her way over to the very confused waitresses. The chuunin would explain to the waitresses, that this was a mission and what not, and that their cooperation would just be goddamn lovely. Although, she was a lot more rude/threatening to the staff than that, and should their cover be exposed by the staff, vengeance would be reaped, rest assured. Afterward, Mako and Risako were each given a room, that they would have to sleep in order to keep the cover that had thus far been established. Good thing they were separate rooms, she wasn't about to sleep anywhere near her gorilla-esque team mate. Risako would then tell Mako what the new plan was, therefore, allowing them a nights rest. However, she would tell Mako to keep an ear out for the ninja, and that should he hear anything, set out and follow them.
Risako had a different plan for herself, however. Once she made her way up to her room, she would instead sneak out of the window, and locate the man they were after.

Mako did as asked untying them quickly and laid their heads down on the table, he put the one ninjas sword back where it belonged though quite hesitantly, he was quite bored of the parameters of this mission. Now his new orders were to sleep and act like he didn't know that she was gonna go off alone and search out this individual the cloud ninja were after. He didn't like it in fact he hated it, but he couldn't just turn down the orders. He also knew that if he tried sneaking out he would never keep up with her, so he decided to just sleep in his own room until something exciting happened.
