We Definitely Haven't Met Before [p, nk, Jason]

Well... Kozai's obvious lack of complete information here wasn't making his case very well, now was it? However, Kozai did have something to back him up at the very least. He had...
"Well, in the end, none of your ninja would be harmed, at least directly. Here, allow me to show you." With that, Kozai would move, his right arm shifting to his left, and ripping it from his body. The pain was nothing, but the blood, well... let's hope the hokage didn't like his chair and carpeting all that much. He placed the arm on the desk, then made the seal of confrontation. His body would glow blue as the tissue where his left arm had been twisted, shifting slightly as a new arm formed. He clenched his new left fitst, feeling satisfied.
"We can use that. I can perform this technique on others as well. That arm has Uchiha DNA in it, by the way. It will allow you to control and use the Uchiha doujutsu normally."

Jason watched in pure shock as Kozai ripped off his left arm and set on Jason's desk. How far was the Yuki going to go to show Jason he was trustworthy? Jason's shock turned to small irritation at the blood stains now all over his office floor, desk and chair. He would have to replace those now. He shook his head slightly but then his attention was taken by the new arm being grown in front of him. 

"That's a useful little trick you have there. I assume I need to replace my own left arm with the one you just plopped on my desk for this? Or am I mistaken."

Jason now knew that Kozai could replace limbs easily so the harming of the village ninja was no longer a pressing matter. However just because he could re-grow limbs didn't mean the eyes he would take would still have their same capabilities. "Also, even though you can re-grow the limbs or eyes in this case, would they be normal eyes or does this technique allow them to retain their normal capabilities as if nothing happened?" Jason added. That last part was important. He couldn't let Kozai run around taking away the sharingan from his precious new leaves.

Kozai would nod in response to the Senju's first question. It was strange how organ transplants worked if you weren't a proficient medical expert or some such. Using chakra made it easier to bypass the MHCs, but that wasn't what Kozai's thoughts were on now. The second question was another expected one, and it took Kozai a mere eighth of a second to come up with an answer. Naturally, to be polite, he waited for the rest of the second to pass before responding. 
"Well, the arm that I just regenerated has maintained its genetic integrity. The only downside to this is that re-creating such tissue consumes large amounts of chakra."
Now, as for eyes, well... that was a slightly different matter.
"If I were to regenerate an Uchiha's sharingan, as long as his optic chiasma isn't irreperably damaged and his brain is fine, the eyes should grow back normally. After all, the Uchiha clan possessed optic nerves that allow them to control the eyes. And after you attach this arm... so will you. If you wish, of course, I can sacrifice another arm to prove these points to you. However, I'm sure you value the cleanliness of your office... I know I did."
What he didn't mention, of course, was that the ethics code stated that they would probably have to ask the poor Uchiha whose eyes they would be taking. Naturally, however, Jason was the kage of this rather large village, so that wouldn't be much of an obstacle, right?

Everything seemed to be in order Jason couldn't help feeling like he had been baited hard into letting the Yuki stay in Konoha when he had been planning on getting rid of all of the missing-nin in his village. Jason supposed he could use Kozai and when his usefulness ran out he could always get rid of him then. There was still an issue. Jason had to find an Uchiha willing to donate their eyes to this experiment. 

"I see. Very well. I'll have to put this arm on ice until I can have it transplanted onto me. In the meantime, you have my authority to stay in the village until you've found a WILLING Uchiha to donate their eyes. I don't want to hear about any incidents involving you. Also, although you are in the village you're still a missing-nin and not part of Konoha. I do not want you involving yourself with any of my ninja with the exception of finding a willing donor. I won't order my ninja to give up their eyes for me. I'm sure you can come up with something."

Jason would summon his secretary in the meantime and have her take the arm and put it on ice in a safe location for him until he could have it transplanted into him. He didn't have much use for it until then.

Ah, so this guy did follow a code of ethics. How weak, Kozai thought. If you weren't willing to sacrifice the useless beings to empower the village, then you were truly a paradox of a kage... wanting the best for the village without willing to go the distance for it. However, the arrangement was suitable.
"That seems fine. In that case, I'll take my leave; thank you for your time." Kozai stood up, feeling more alive. Time to fine an Uchiha... no, maybe two or three. He'd need quite a few eyes for examination. Naturally, he'd have to ask them... but he was sure that in time, one of them would come to him, and give him what he needed. All he had to do was tread carefully. He turned ,and headed out into the village. The future... was one of expectations.

Jason would sit still as he watched Kozai leave his office. The arm that had been laid on his desk only moments before was now locked away safely being preserved until the time was right. Once Kozai had left Jason would immediately summon the ANBU that were surrounding his office. They appeared almost instantly, awaiting his orders. 

"I want every one in the village to know this by sundown today. Kozai Yuki is a dangerous man. Any Genin and below ninja in the village are to flee on sight. Any Jounin or above have orders to attempt to kill Kozai on sight. All Chuunin rank ninja are to use their discretion and attempt to kill Kozai on sight or flee if able. No villager is to interact with him under any circumstance. Follow him. If he attempts to get help from anyone in his search for Sharingan eyes alert me immediately. If he attacks an Uchiha to forcefully take their eyes kill him. Uchiha in the village of all ranks are the only ones allowed to interact with Kozai. Go! Spread the word." Jason would swing his right arm outward to the side to emphasize the last sentence. At that the ANBU would disperse as quickly as they had arrived.
