Learning Lightning-Style: Shock Paddles

Hikaru walked through the town, his nose was beginning to heal. That Tenzo kid had been a big surprise. For the first time in his life, Hikaru had actually had a challenge. He would never admit to it, but he had made a friend.
As he walked along he spotted a small piece of paper, flying through the wind. He quickly rang up and grabbed it. He could feel some kind of energy running through it, as he was not a sensor he had no idea if the energy was chakra or something else. He decided to channel his chakra through it and see what would happen. Something strange happened when he put his chakra into it, the paper crinkled. Hikaru looked at it in confusion, when he had channeled chakra through paper before it didn't crinkle. He eyed it warily, he stood there for several minutes, doing nothing but staring at the paper.
Then he remembered an academy lesson. His teacher was talking about chakra, specifically the five primary chakra natures. Wind,Earth,Water,Lightning and Fire. For some reason the crinkled paper felt crackly, almost like it was being charged by his electricity. Was he lightning natured? That made Hikaru pleased, their were lots of speed-based techniques in lightning style. Now, he actually needed to learn some lightning nature techniques.
He rushed through the library until he came to a stop in the Ninjutsu section. He read through all the books, and to his disappointment, none of them looked like he could learn them, at his level. Eventually he found a Medical-Ninjutsu that was labeled "Lightning-Style : Shock paddles" even though it was a medical jutsu it still looked like it could be used in combat. He quickly skim read through the hole thing and memorised all the key information.
He went to his personal "Training grounds" and sat down, this was the first time he was going to be learning a combat-related technique, he felt excitement. He remembered the book told him that beginners should rub their hands together to try and generate some static charge. He clapped his hands together and began rubbing them. He slowly fed chakra into them as the began to glow blue. That was odd, the book stated it should be yellow. He tried again, it was still glowing blue. He thrust his charged hands into his legs and felt nothing, only chakra.
He tried to remember more of the book, it was a lightning based technique, so it should use lightning chakra. Realisation flooded through Hikaru. He tried to remember the feeling of the paper, it was crackly and sparky. He closed his eyes and put all his focus into his chakra. In a small part of his chakra he could feel a small electric charge. He mentally reached for it and tried to pull it to the surface. It was resisting, Hikaru tried for what seemed like hours before it started to budge. He continued pulling and eventually he felt the crackly energy begin to flood through his chakra coils. It seemed like he was going to have to do this for every lightning technique, though he was sure that it was going to become second nature before long.
He clapped his hands together and this time he began to bring forward the lightning chakra. His palms began to glow a faint yellow, not enough. He kept on feeding it energy until they were glowing a bright yellow. He thrust both palms into his leg, he yelped. It was not painful but it had contracted his muscles and it had shocked him. He clapped his hands together and tried doing it without rubbing his hands together. It was proving more difficult and required a tad more chakra but he kept persevering. Using his chakra control eventually he managed to minimise the gap of the chakra usage between Rubbing his hands and not rubbing his hands.
