Training flicker movement

Hikaru sat in the village and smirked to himself about his new recent success, his genin exams. He was finally genin, he could do real missions, learn real jutsu, fight people. He thought back to how his spar with Tenzo had gone. He remembered that Tenzo had used a jutsu that had rapidly increased his speed, bringing his speed up to match Hikaru's. He recalled the Hand signs Tenzo had used, Rat-Boar, he wanted to learn the jutsu, he wanted to go faster.
Hikaru walked into the libary and shuffled through the genin section. He hadn't been allowed in here before, he was only allowed in the civilian section that had weak and useless jutsu before, now he was allowed in the better section. He began to walk into the Ninjutsu section when he remembered that there was a special type of jutsu called "Space-Time ninjutsu" That was one of the few things that had interested Hikaru in the academy. The thought of controlling ones flow of time was fascinating.
Eventually Hikaru found himself in the Space-time section. His fingers gingerly scraping the books as he walked past them. He felt like he was trespassing, being in the Genin section. Eventually he came across a book "The basics of Space-Time jutsu" He picked up the book and began to read the blurb. He skipped all the boring stuff but his face grinned when the book stated that it had three D-rank jutsu in it. He quickly sat down with the book and began reading. Though he was arrogant and cocky, he knew he had to learn all about the theory of Space-time jutsu before even attempting the jutsus. It was a completely new type of jutsu that he knew next to nothing about.
While sitting at the desk he began reading. Normally he hated reading, but reading on Space-time jutsu was extraordinary. His eyes lit up with a rare look of wonder and interest. He began reading the next page. "Time is indefinite, it is the most powerful force in the universe, nothing can ever hope to break it. Time is usually a constant flow, never changing always persisting through its dimension. However space-time jutsu has been known to bend the rules, not break them. Time is the main component of the Fourth dimension and exists in the 3rd, 2nd and so fourth. Space-time Jutsu utilises chakra to bring some more of the fourth dimension into the third dimension, upsetting the balance and creating usually impossible feats such as teleportation and slowing down time." Hikaru continued to read the book until his eyes burnt.
After many hours he felt enlightened and he perceived the universe through new eyes. People seemed even more distant now, even himself. People were just slaves to time, and there was nothing they could do about it. Although most people would be terrified of the concept of time and omnipresent nature of it, Hikaru was pleased. If he had such a strong master, time, then he could thrive under it and become a powerful ninja, possibly even stronger than the kages.
Hikaru stretched and began to turn the pages until he found the space-time jutsu labeled "Flicker movement" Apparently it was one of the most simple space-time techniques and it involved slowing down the users time to boost their speed. He quickly skim read and memorised all the necessary components to doing the jutsu. He picked up the book and softly inserted it into the gap were he had originally taken it from. He began to walk out the library and felt giddy with excitement, he was going to learn his first jutsu.
Eventually he found his way to his training grounds and sat down and began meditating. The first step was to come into close contact with innate sense of time that all humans were born with. Hikaru closed his eyes and began try and feel the sensation of moving through time. However, all his other senses were getting in the way. His breathing became deeper and more focused, his body began to slump. Hikaru began to lose all sensation in his body, it felt strange, but he continued, deeper and deeper into his subconscious.
Eventually he could not feel anything, the only thing he could feel was his mind, good. His thought began to drift to the sense of time, he needed to feel it if he wanted to master space-time jutsu. He felt his mind begin to drift through a strange boundary, was this it? Suddenly he became aware of the time he was passing through, an endless sea of mist. He began to draw the sense of time further towards the surface, he needed to become more aware if he wanted to master the jutsu's.
When he opened his eyes he felt disconnected, It felt as if time itself had stopped moving. He nodded to himself and smirked, stage one, complete. The next stage was to try and use his chakra and gain control over his time sense. He stood up and began stretching, if he wanted to use his chakra effectively he would have to warm up first. When he became content with his warm-up he sat down again and began manipulating his chakra towards his time sense. His time sense had become as easy to feel as his other five senses. Using his chakra tried to coat his time sense with chakra but it was proving difficult. It felt like he was trying to control the uncontrollable.
Eventually he had got his time sense under control, he couldn't do anything with it yet, he had to learn the jutsu. Stage two, complete. Now he was actually ready to began learning the jutsu. Once again, he stood up and began to jog around his "Training grounds". He ran around the trees, marking them with his kunai as he did so. Eventually when he felt satisfied he s1topped in the clearing and formed the seals Rat-Boar He could feel his chakra coating his time sense begin to tug and pull at something beyond him, through his time sense. He figured it must be the fourth dimension that was being pulled. Time seemed to slow down, but not that much, had he not used enough chakra? His fingers expertly weaved the seals again Rat-Boar, this time dragging more of the fourth dimension into his body.
Everything slowed down. The chirps of the birds sounding long and dragged out, the leaves falling to the floor much slower than they usually did. He smirked, he had learnt the jutsu. He began running around the clearing, marvelling how amazing and empowering the fourth dimension felt. Eventually the chakra coating his time sense dispelled and time accelerated back to normal. Hikaru could not wait to learn more space-time jutsu.
