Federico learns his first non-rankup jutsu

Having just completed a mission that ranked himself up to D rank, apparently, he now had a very small bounty on his head, not too big for any particularly notable people, but it showed that Federico is recognized as a low level missing ninja. Federico had just found that out after looking in a bingo book. He went back to his little contract center, and found a new mission, however, apparently, one of the prerequisites was to have done 3 missions. Candio only ever did 2, so he realized he will want to do another one. He saw that he had about 3 and a half more weeks until he had to worry about the rent payment for his apartment. He counted his ryo, and saw that he had enough money to pay for the next month, namely about 3 months of time in his apartment. He decided that he might want to learn some more ninja arts.
Fortunately, the local library had the jutsu encyclopedia. He saw that there were many jutsu in it, so he thought that he could go and check that fat book to see if there was another jutsu he would be able to learn.
Reading the book, Federico would see this jutsu which paralyzes people. It wasn’t the strongest technique, but it did help, he thought that he might be able to use this technique in his small time criminal stuff. He started reading the little chapter on the jutsu, and saw that in this technique, he would use his chakra to try to prevent other people from moving. In a little blurb, the jutsu described the hand seals, namely, the tiger hand seal.
Well, that seemed simple enough, although he expected to be surprised. The only other jutsu he ever learned was this transformation technique.
His first idea of how to do the jutsu was to attempt to encrust the target with chakra, to prevent them from moving.
He soon realized he didn’t know what chakra was. He decided to put the book back for a second to figure out what this chakra was. He looked around, and found a small dictionary. He looked inside it and after a couple minutes of page flipping, he eventually found the definition of chakra. “An energy from the body that allows people to do things with it” This relatively simple, apparently, everyone had this chakra stuff, not just ninja. Most people apparently had barely any though.
After learning about chakra, Federico went back to learning about this jutsu. He thought about what he wanted to do next, and decided that he should attempt to try to paralyze something. He realized that it might not be a good idea to try to do this on a person, perhaps it would be better to do this on an animal or something. He went outside and looked around, and saw a few birds. He thought about trying this jutsu, but decided not to hurt the bird. He realized that if he paralyzed one, it would fall off the perch, and would possibly die. Instead, he decided to look for something slightly less high up. After about 10 minutes, he found a squirrel. He decided this was what he would attempt to paralyze first.
He would attempt the paralysis technique by doing the tiger hand seal, and then attempting to imagine chakra covering the squirrel. This kind of worked, except Federico did not realize that he was doing nothing to actually prevent the squirrel from moving. He thought about it again and tried again, but he had trouble visualizing all the chakra covering the squirrel. This went on for about 15 minutes, until Federico finally realized he has to imagine the chakra as a hard object that will not move or allow the squirrel to move. Unfortunately, he did not quite get to any kind of strength. The squirrel realized that something was trying to prvent it from moving, and it fled. Federico at least learned the proper technique, it just wasn’t strong enough yet. He also realized that he should try figuring out where he where he was actually putting his chakra.
About 10 minutes later, Federico found another squirrel to try to restrain it again. He saw that the squrrel was not looking, so Federico did the tiger hand seal as quickly as he could, and then proceeded to try again, this time making sure that he used all of his chakra to restrain the squirrel. He managed to restrain the squirrel for a second, but he soon lost concentration, when he heard a noise, and the squirrel ran away. He walked around for another 5 minutes, and finally found a stray cat instead. He tried using the paralysis technique one more time, and tried holding it as long as he could. He managed to keep concentration for about 2 minutes, and then eventually, he had to stop the jutsu. He didn’t have very good stamina, so he ended up getting tired. He did manage to learn the technique, and can now use it. He was a bit annoyed that it was so difficult to use at the moment, primarily because of how little strength the technique had.
He thought a couple moments, and decided to go and take a short break. He went to the nearby restaurant, a place that made tacos, and ordered a few tacos. When he walked up to the counter to order his tacos. When the taco came, Federico would quickly eat it, and then go back to his apartment. The man who he fought a bit ago, who was trying to steal Federico’s ryo shouted at him. “Hey!” Federico simply used the tiger hand seal to paralyze him, kick him in the... Place, and then would walk away. A couple seconds later, the man would fall over crying, as Federico would eventually reach home, and go get some sleep.
