Backstory: The Garland Flame is a rare flower that only blooms, and therefore harvested, on the Summer Solstice. When the sun reaches its apex, the lucky flower caught in its rays will bloom but wilt away within hours. It is said that its petals contain the power of the sun.
Effect: The ninja tools basic strikes and techniques clash as though it was infused with the fire element. The effect does stack with jutsu amplifiers, and if the amplifier's bonus exceeds that of the jutsu, it will "overwrite" it. The same is true if the amplifiers come with an elemental affinity.
