Howdy folks, it seems this Hunter has been on for quite a while, and upon being informed that a settlement between the combatants wasn't possible, I'm here to go through a BM call. We are going back to the earlier contention per the request.
Let me start by saying that I enjoyed reading the topic, both regarding combat and character development. Even with the BM call, I feel it shouldn't overshadow the fact that this topic is a piece of good writing, even if the verdict comes with particular comprises one side has to make. So here is what happened.
Amaterasu and the Dragon: Nj regards the technique as freely manipulated and avoids Amaterasu. And yeah, he is correct that the techniques are fully capable of that, but was it mentioned anywhere before or during the class? Unfortunatel no. There is no such thing as self-explanatory during Combat, and it's good to be as specific as possible when writing. Per the rules, if something wasn't written down, then it didn't happen. For all Toran knew, Ghost Lake and Dragon flew towards the wall of black flames. Even if they weren't, due to the details of their directions being left open-ended, his reply fills that out for Annie, thus successfully overwhelming both jutsu and claiming the hit.
Annie had ample time to deal with the issue after the hit was dealt with, even by running away, amputating the arm consumed by the flame, spawning a barrier, and so on; however, due to reacting differently, the flames that are already in contact with her deal damage for a second time thus nulling their HP bar.
The final verdict is Hunter Victory for Toran. I want to congratulate both of you for your effort in this Hunter and your efforts. Toran has shown that he more than deserves the C-rank rank upgrade, and Nj has shown himself to be a competent NPCer capable of holding his own against a PC that severely outguns him. NJ and Toran will get the bonuses as if they won and the hunter mission was completed. You can make a reply after this, listing your claims.

Toran fell to his knees, eyes pooling with blood as the cinders of that small child were consumed by the blackened flames before fading away off of the ground. The property damage would be immense, especially given the amount of damage he had caused. Yet he had won, walking over towards where he remembered she had dropped the artifact, his face dripping with blood from his eyes as he picked up the stainless artifact, placing it inside of his pocket in order to return it afterwards. He couldn’t allow a situation like that to happen again, not after what he just went through… He imagined how much people would be surprised for struggling this hard with something like this. Especially against a small child that he truly had no idea about. It was foolish of him not to go for the kill immediately. He had that opportunity, yet he was too scared, too much on a leash with his own morals holding him down. A ninja is never meant to hesitate, only focus on what lies ahead. Toran could feel that the pain that he had endured from the use of this Mangekyo Sharingan was immense…. Yet he could still use that power for good. His face was caked in grime and blood, mostly from how his eyes had been used up from that whole entire situation. It was hard to even blink after deactivating them.
People could have died here today, and he had been busy dealing with a small child that could have made the situation a whole lot worse than it needed to be. Even though he had won today, he didn’t know how to feel about it afterwards. He just hoped his teammates were alright, he needed to talk with them about how he had improved, and hopefully they could all talk with one another yet again.
