History: When the village of Otogakure was in its infancy, the Land of Sky entered into a transitional period in which the local clans adopted a more village-oriented way of thinking. To mark this cooperation, a library was built to house the combined knowledge that had been passed down through many generations of the clans local to the Land of Sky and also the village's patriarchs from Sunagakure. With the official opening of the library to the general public, a new era of prosperity and knowledge was brought to the once clan-oriented country.

What it does: The Otogakure Library Of Higher Learning is a library with multiple floors, with each floor containing books and scrolls on different subject materials. Some of these floors are restricted as they house more vital information, and only those who meet special requirements are granted access to these materials. The floors of the library, the information that they hold, and their individual effects are as follows...

• First Floor - General Access
  The first floor of the library contains general information, including information pertaining to the different types of techniques (specialties), all site-canon skills, and knowledge on all E-Rank - C-Rank site-canon techniques. Information of the clans native to the Land of Sky and clans in which Otogakure's shinobi have knowledge of are stored here as well (the information granted in this manner is only what is readily available on each of the clan's creation pages - suggestively, information regarding the Mangekyō Sharingan, Eternal Mangekyō Sharingan, and Rinnegan are withheld from this sector of the library). Information regarding all village-exclusive techniques, skills, and items that bare the "[UNRESTRICTED]" tag on the Otogakure village page can be found here.
  
  
• Second Floor - Semi-Restricted Access
  To access the second floor of the library, one must be have either C-Rank power or bare the rank of Chūnin. This floor yields much more sensitive information, and thus all village-exclusive and restricted techniques, skills, and items that bare the "[RESTRICTED, C-Rank+]" and "[RESTRICTED, Chūnin+]" tag on Otogakure's village page can be found here. This also includes information on how to access those exclusive/restricted techniques, skills, and items; one example in particular being the Sound-Release. Also, a special copy of the "Otogakure Bingo Book" can be found here; one that is specially registered to all recognized Otogakure Shinobi that are at least Chūnin in rank. As long as the reader's Chakra Signature is registered into the book's registry (please read the trait of the book for more information), they can read the book's contents. Otherwise, if the reader's Chakra Signature is not registered into the book's registry, all of the pages appear to be blank.
  
  
• Third Floor - Uber-Restricted Access
  The third and final floor of the Otogakure Library Of Higher Learning stores most of the village's most vital and secret information. To attest to this, only Otogakure shinobi who are at least Jounin in rank or those who have been granted special permission to do so by the Otokage, Deputy Kage, or village Masters are able to access the information stored here. The door leading to the stairwell up to the third floor is guarded by a Jounin or Anbu at all times. and there are no windows on this floor whatsoever. Specialized Fūinjutsu line the walls of this floor, and anytime someone enters into the vicinity of this floor, that individual's Chakra Signature is instantly transmitted IC to the village's head sealer, Uzumaki, Asahi. Should any unauthorized Chakra Signatures enter the vicinity of this room that Uzumaki, Asahi does not recognize (i.e. - ones that either the sealer does not have memorized on his stat page, ones that are not at least Jounin in rank, or ones who do not have the special permission as mentioned previously), an alarm is raised throughout the library, and steel shutters bearing 200 HP cover each individual wall and item that reside on this floor. These shutters can only be repelled by Uzumaki, Asahi or by destroying them, but either way, the person who entered this area without the necessary credentials or authorization will be held to no mercy (this is up to the digression of the Otokage, Deputy Kage, and village Masters, who will decide upon a punishment for the individual who breaks this guideline). The information stored on the third floor includes village-exclusive techniques, skills, and items that strictly bare the "[RESTRICTED]" tag on the village page, and also information pertaining to the Eternal Mangekyō Sharingan, which was granted to Uchiha, Kaito (the First Otokage) during his time as a shinobi in Sunagakure by Uchiha, Zaeld.
