[Ok I have talked over with Kino and Ceasar over skype and this is what I know so far. Kino and Ceasar joined a topic then halo joined it afterwards. Then, without the knowledge of Halo Kino (the leader of the topic) gave Ceasar permission to use a jutsu that he did not have before the topic began and after Halo joined the topic (I.e. pheonix fire jutsu which was given to ceaser on the 20th, but after Halo joining the topic which was on the 19th.). This was without the approval of Halo and by so doing had no knowledge of the jutsu that was being used during the topic. This gave Halo an unfair disadvantage during the topic where he did not know of this change in stats, meaning that if he had knowledge of this change in Ceasar's stats he might have changed his actions accordingly so. Unless there is documented evidence to prove that Halo had knowledge and approval of this change in Ceasars stats the jutsu that was used is void because he did not have it during the beginning of the topic. Just because Halo was not meant to be in the topic at the beginning does not mean you can exclude him about an unspoken stat change when he is 1/3 of the people in this topic.
If in some way either kino or Ceasar can give me proof that Halo approved of this rule change then this is still OK, however, until that time the use of phoenix fire is void and from what I can see this whole topic should be voided up to Halo's post yesterday at 9. Quite frankly in my opinion this entire topic should be voided because Halo did not give sufficient evidence to joining the topic, but I digress.]
