Kazekage,

One of my shinobi was approached by a shinobi from Amegakure who stated the village's leader is a tyrant and is plotting against the 5 Nations. While I'm unsure of how trustworthy this shinobi is, and doubt that Amegakure has the strength to challenge all 5 Nations, I personally believe that this matter should be investigated. However I don't wish to send shinobi to Amegakure without first consulting you and the other 3 Kage. Please send me a response with your opinion on the matter.

Den decided to duplicate his letter to the Hokage for his letters to the Kazekage, seeing as he didn't have anything new to say to the leader of Sunagakure.
