New World Kage Summit (Observation Topic)

The day had finally arrived for the five kage to meet and discuss an issue that had been affecting shinobi and villagers alike both indirectly and directly for years and the although the part he had to play in this discussion would be minimal, the young Uchiha was more than pleased with the opportunity to be present at all. He had been chosen by the new Kazekage to act as her body guard, an honor he would have never expected to receive- it was for this reason that he stood at her side now as she peered out of the only window in open room that sat at the 78th floor of the spire. He stood facing the double doors, approximately 2 meters from Mizuki with his prized weapon Benihime secured tightly to the left side of his hip- he sported the Jounin flak jacket that sat atop a long sleeve white shirt that bore the Uchiha crest on its back. He assumed that the meeting would take place without issue but in the event that anything were to go south, he came fully prepared for combat with both weapons pouches secured to his lower back.
His attention would be abducted from the doors only for a moment as he glanced in the direction of Mizuki wondering how she would handle this diplomatic meeting- it was her first time meeting the other village leaders as acting Kazekage after all. Returning his vision swiftly to the doors as they opened would reveal the first guest and by the look of his robes there was no mistaking that he was the current Hokage of the village, Konohagakure. Zaine had never had the pleasure of meeting the man who now ruled over the village he once called home and to be honest he had mixed feelings towards him- on one hand he respected him as the man representing Konoha but on the other, many might say that his leadership was part of the reason Konoha had yet to return to prosperity. The distinguished guest would speak quite informally to Mizuki as he took his seat near her and the window, he would receive a smile with a respectful bow from Zaine before he took his seat- oddly enough it seemed that he had chosen to come to the meeting alone, or maybe he had no one he trusted enough to accompany him.
Soon after the arrival of the Hokage came two individuals, one sporting the distinguished robes of a village leader, in this case the Raikage and the other was undoubtedly his body guard. Both men carried a well mannered presence and following a cordial greeting, found their places near and at the round table that sat in the center of the room- they too would receive a gracious bow from the young Uchiha before the Raikage took his seat and the five of them awaited the remaining guests. A few minutes would pass before the double doors would open once again, revealing two more men that entered with a aura that could be described as anything but friendly. Zaine would maintain a blank expression upon finally laying eyes on the man in question, his blue and white robes indicated beyond a doubt that he was the Mizukage and from the sound of clanking metal that resonated from him, he was fully armed. As if in poetic irony, the Mizukage would sit farthest away from the other kage and make no gesture or greetings to acknowledge their presence- his eyes did however seem to glance over at the arms that the Raikage had brought along with him, something that Zaine took great notice of. Returning his focus to the double doors he would wait for the final kage to arrive, upon this occurrence he would greet the kage and his body guard with a bow as he had done for all of the previous guests excluding the Mizukage, a man he couldnt bring himself to maintain pleasantries with.

“Looks pretty lively to me”, replied the redhead to the comment of his Kage. In as far as the available literature spoke of the Sunagakure, it was a dump, blasted to hell by the ninja of the Kumogakure once and then twice after Kenshin had tried to rebuild it; this second time, Kumogakurian ninja littered the shallow graves while a coalition of Kirigakure and its vassal nation Konohagakure brought the siege engines onto the village walls. “Never would’ve guessed a desert held so many… resources.” The controlled climate within the walls was for sure a nice surprise. Kaito would’ve loathed having to endure the relentless heat for this long, so the habitable weather made him feel more amicable towards the residents. He couldn’t help but feel they cheated themselves though; with such horrible living conditions, they had a true territorial advantage that could’ve worked in their favor, if they willed it. To make the entire country into an armor that protected only those natural to it… what a waste. But, it wasn’t for Kaito to say. After all, where the Sunagakure had sands protecting the village, Kumogakure had corpses and rot.
As they prepared to enter the building, with the white silk always tucked away in the Displaced Dimension, Kaito brought his hair together into a bun that ran down the middle of his head, from the top where it was knotted and slowly rolling it into a manageable roll that met his neck. He held it in place while pulling up the balaclava that would shield his features, eyepatch included, leaving only the dark eye exposed, and on top of it, he affixed the breathing apparatus, before pulling the cowl over it in a neat set meant to protect his identity and with it his humanity. The second generation Darkened Skies might not have the desired effect in a room full of hardened ninja, which he supposed is what it would be. To them as had likely seen so much death, Kaito’s take on the darkness of the world might not come across as such. And yet, it mattered not. The armor was much more of a message to the yielder rather than the beholder.
At his hip, the second generation Jagged Claw hung by the left side, while the right side held a trusty wakizashi. At the back of the belt, two weapon pouches, with two more on either leg, and one repurposed to hold pockets underneath the breastplate of the armor. Alongside the vambrace where it met the gauntlet, senbon awaited a pull to be of service. Military rations would be of use should he require a pick-me-up in the midst of whatever hell came crashing down.
As they entered the building -- and what a building, a surefire way of telling the inhabitants of the village who was in charge, those that blotted out the sun -- someone directed them to the place where a seal showed on the wall, and it would take them to the meeting. Before Kaito could wonder how it might work, the teleportation sensation almost brought Kaito’s breakfast out of him, luckily he caught it in his throat and swallowed it. Walking into the room, a figure with her back the window and a lad bowed to them, while another stood close by. Kaito responded with a curt nod of his head, a sign of respect among the warriors of his country. Someone was already sitting at the table; noting the symbol and motifs of his hat and robe, Kaito assumed this was the Hokage. He felt uneasy; when the Mizukage arrived, the two -- likely allies, even if unwillingly so -- would be a risk in Kaito’s eyes, considering they might be able to team up against everyone else while the other nations would stay each in their corners. Divide and conquer. Even though Kutari had warned Kaito not to shame them or do anything that could put Kumogakure at risk of retaliation, he couldn’t help but try and account for the possibility of danger.
And what a concept that was. Lured into a building in one of the Five Great Nations, at the mercy of the Kazekage… if that was even the Kazekage. As far as he knew these were just clones hanging around, for how could he tell this was the building they had just entered if this was his first time entering. He might like to enable his byakugan and make sure this room hadn’t been recently refurbished with double layering of explosive tags meant to plunge the world into a disorderly kageless nightmare, but one of these fuckers might be able to detect his usage of the byakugan. He couldn’t tell with powerful ninja, so he might as well not risk an incident, just in case.
What he did take issue with was the prospect of sitting down a shade away from his Kage. If he were to guard his body, he might want to stand, and not sit idly by. With that notion in mind, he gripped the chair by its back, pushed it to the side, and stood where the chair had been before, awaiting the rest of the assembly.
The Mizukage arrived with his entourage of a robed guard and an armadillo covered in leather. The Lord of the Mist appeared to be a man of Kaito’s own volition; clad in armor he was, even if he tried to hide it with his robe the characteristic clinking sounds would give it away even to the greenest of genin. He appreciated a man who didn’t risk offending a host for the sake of keeping themselves safe. And yet, when he eyed his Raikage, Kaito couldn’t help but feel a creeping sensation descend alongside the lining of his stomach; the man was dangerous, and his danger might soon find the storm lords.
Lastly, the Hogokage appeared, hailing from the illusive Star Country. Kaito knew very little, in spite of having the cadaver of a living clone of the previous Hogokage stashed away in his Corpse Storage scroll. But alas, as far as he knew, that was just the body of a Bear Country vagabond. He stood by his Raikage, standing proudly with feet spread apart at shoulder length, calves thighs and buttocks stressed, his abdomen flexed so as to support his straight posture, chest out and shoulders rolled back, his right hand gripping the wrist of his left hand behind his back, and his head facing forward.

Sunagakure was beautiful! The building was surrounded by sand and cultured ground. The buildings were tall and new. It was nothing like Tsubaki imagined. Since the rumors of Suna had been that it was ruled by a missing ninja, she thought it would be a lot more in disarray. However, this taught her an important lesson, there was beauty in everyone despite their background. It was like a futuristic version of a safe haven, allowing the missing ninja to reinvent themselves as village shinobi and make an honest wage while working to renovate the village. Tsu was excited to stay in the village for the next couple of days. "Sunagakure is not the barren shithole I had expected it to be.” Ayato blurted out. She glared daggers into the back of his head. Earlier he was scolding her about politeness and then the next he calling the host nation "Not the barren shithole he expected." It was okay to think those things in your head but not out loud.
Despite the rude entrance performance, they would continue to the location of the Kage Summit. Nagasaki would leave the group to attend to his own business, leaving it just Dosser, Ayato, and Tsubaki again. The building stood out in the village. It might be the fact that it was a beautiful building but also it had to do that it was 100 floors, about 300 meters tall. It was called the Spire. Tsubaki wondered if they would be meeting on the very top floor. She also wondered what went on on all those floors? Was it all shinobi in there or were there civilians in there as well? There were a lot of questions Tsubaki couldn't get an answer for at that very moment.
Before they entered the building, a carriage ran past them. Tsubaki watched it go by as it left the front entrance. Who took a carriage to a Kage summit and why didn't we get a carriage? Tsubaki thought in her head. She didn't think Ayato had many styles to start but now she REALLY thought the Kage didn't have style.
When they entered the tall building, they were greeted by an older labored man and two large doors with a seal on it. The man told the crew that they would have to touch the seal and get teleported to the floor which the meeting was taking place; the 78th floor. Though it wasn't the very top floor it was still very high on the building. Tsubaki grinned to herself as she knew how Ayato did with teleporting after seeing him do on the Flying Thunder God travel. They touch the seal and quickly get transported to the 78th floor.
It didn't take long for the group to recompose themselves. Ayato returned to his sense and Dosser and the Senju were dressed combat formal, with Tsu dressed in her jonin flak and bell sleeves. She wasn't meant to look diplomatic, she was meant to look intimidating. They entered the meeting room shortly after.
The Hoshi crew were the last village to arrive at the meeting, the other 4 great nations getting seated. Tsubaki scanned the room to see who was there. It seemed that every nation brought two guards stationed next to them. All the Kage's finely dressed. The Mizukage, a taller dark man with white hair, had a ram sitting on his lap, which she thought was extremely cute but strange. Mostly for the fact that she didn't know rams were native to the island nation. Perhaps it was a summon or a pet from another land. She also noticed the Kazekage, who was the only female kage there. Tsu was so thankful to see another woman at this meeting, not to mention one of such high stature. It seemed she wasn't the only one who noticed the Kaze Kage. Ayato hesitated as soon as he saw her. Tsubaki would've burst out laughing if she weren't able to hold it back. She would make sure to tease him about it as soon as they left the Kage summit.
Lastly, her eye got caught on Kenshin who was beside the Kazekage. Tsubaki knew that it had to be him, his pale skin and his scars screamed of malicious intent. Why he wasn't in the Kage robes, Tsubaki wasn't sure. Perhaps he was leaving Suna like he left Hoshi. Her attitude changed from fun to professional soon after. She had a mission to complete, protect the Hogokage. That means Tsubaki would even fight Kenshin if she had to. Would she win was only a thought she kept in the back of her head. She wouldn't let the monster win over her mind that easily.
Tsubaki stationed herself on Ayatos left side again, allowing the Hogokage to seat at the table if he so chose.

The carriage that he and the Mizukage were on slowly drifted into a stop, as they had finally reached the front of the building that was to host the kage summit, a building that seemed to be affectionately called the Spire. The building was quite impressive, and this being the first time Keita was within the lands of the Sand Village, Keita seemed to have a child like wonder in his eyes for all of the buildings and architecture here, and this fairly grand building was no different. He had stepped out after his kage, and looked around, before someone that apparently was waiting for them came and showed them into the building. It seemed that they were the third ones to arrive, and Keita lamented the fact that they had brought the other ninja somewhat, as it had caused them to be quite delayed at the gate to get here. After going through a series of halls, there was a set of large double doors that were now in front of Keita and his kage, which were pushed open as they walked in.
Keita quickly observed the room, seeing that there were quite a few people already there, and a lot of them gave off powerful vibes, Keita could feel it from going up in what was essentially the bloody mist. Although this was to be expected, as this was a gathering of a large portion of the world's most powerful ninja, this was still something new to Keita, although he kept his tranquil and peaceful outer demeanor. He had walked in without his face covering on, seeing as how almost no one else had a face covering, it would seem almost disrespectful to have his on, although his hand was always tensed, ready to throw it down at any moment. His golden embroidered robes were on full display, the beautiful craftsmanship might catch the attention of a few of these people, and Keita was hoping to converse with them at some point, share some stories, and finally be able to hand over the gifts that he had prepared for the other villages.
Keita got over the solemnness and heavy atmosphere in the room almost instantly, and went back to his calm and cheerful demeanor, although he was always ready for a fight, his hands would always be crossed in his lap, ready for hand seals if need be. He did not forget his main mission in coming here, even if he was a bit excited to meet all of these people. One of the things that stuck out immediately, was the person known as Zaine, that seemed to not give the same respectful nod to his kage that the others did, and that he gave to the others, Keita took a mental note of this, but he was not going to start anything with the people in the room, and just decided to bow to all of the other leaders, and Zaine himself, as a show that people still needed to remain courteous in these types of situations, as not giving due respect to your rivals in a political meeting simply showed a bad image of his village, dropping the respect other might have for it.
Keita paid him no more mind, and simply sat down near his kage in his assigned seat, watching and waiting, much like everyone else was in the room, while being on high alert, making sure that no one was attempting anything that they shouldn't. He kept his eyes on the ground and frequented the windows of the room(if there were any), as these were the most likely places that an outsider would attack from, considering Keita felt it was fairly suicide to just rushb through the front door in front of all these powerhouses. Keita glanced one more time around the room, lamenting that he was most likely the weakest one in the room at the moment, although he had plenty of tricks up his sleeve if fighting were to happen on the premises. Keita simply continued giving a nice smile while giving off a harmonious and gentle vibe towards the others in the room.
(TLDR: In case this is necessary, Keita is seated on the Mizukage's left side, his hands in his lap but fairly ready to spring into action, but giving everyone a cordial and nice smile/glance. He is wearing his armor as seen in the profile picture, but no other visible bags, backpacks, or weapons.)

One of the things that stuck out immediately, was the person known as Zaine, that seemed to not give the same respectful nod to his kage that the others did, and that he gave to the others, Keita took a mental note of this, but he was not going to start anything with the people in the room, and just decided to bow to all of the other leaders, and Zaine himself, as a show that people still needed to remain courteous in these types of situations, as not giving due respect to your rivals in a political meeting simply showed a bad image of his village, dropping the respect other might have for it.
Keita paid him no more mind, and simply sat down near his kage in his assigned seat, watching and waiting, much like everyone else was in the room, while being on high alert, making sure that no one was attempting anything that they shouldn't. He kept his eyes on the ground and frequented the windows of the room(if there were any), as these were the most likely places that an outsider would attack from, considering Keita felt it was fairly suicide to just rushb through the front door in front of all these powerhouses. Keita glanced one more time around the room, lamenting that he was most likely the weakest one in the room at the moment, although he had plenty of tricks up his sleeve if fighting were to happen on the premises. Keita simply continued giving a nice smile while giving off a harmonious and gentle vibe towards the others in the room.
(TLDR: In case this is necessary, Keita is seated on the Mizukage's left side, his hands in his lap but fairly ready to spring into action, but giving everyone a cordial and nice smile/glance. He is wearing his armor as seen in the profile picture, but no other visible bags, backpacks, or weapons.)

The Kage summit was about to begin, a very historic moment of modern times whenever these were called. Tsu remembers the last Kage summit, she was just a genin focusing on her Senju bloodline studies and making friends. The day it was called, word spread around that there would be a meeting, but people didn't know the exact details as they were confidential. But Tsubaki did wonder what it would've been like in the room where it happened. And now she was.
Despite the historic moment, Tsubaki looked mainly at Kenshin Uzumaki as he started the summit. He was much cleaner than she envisioned and shorter. But his eyes held a blood crimson in them, reminding her of her suspicions. Should this famous monster be trusted? Ayato seemed relaxed enough to be in a very formal posture that the Kage shared. Tsubaki would keep her opinions to herself but glance at Kenshin every so often.
After Kenshin was lady Kazekage herself. She explained why she called his meeting, the issue between Kiri's reign over Konohagakure. Obviously being a Hoshi kunoichi, Tsu didn't know much about the politics of Kono and Kiri. She did know that it was fairly recent news of the take over of Kono. Which begged the question, why is there a Hokage if they are now Kiri owned? It was obvious that there was a power vacuum as the previous tyrannical nation was pulling back their aggressiveness. Perhaps the Kaze Kage was trying to take advantage of that with her ally.
Although it was a very important conversation, Tsubaki wondered if it was really worth calling all the kage to the desert. Was this not an issue between close allies of the previous Kono and Kiri? Tsubaki wasn't sure much of the relationship between Kono and Hoshi because they weren't very close allies. They had chunin exams together and then it was radio silence. Not to mention, Tsubaki wondered if was really wise for the nations to be dragging the others with on this issue. It would just cause the nation to pick sides, leading to conflict. There wasn't anything Tsubaki could say at the moment, causing her to slightly bit her lower lip.
The Hokage would soon follow after the Kazekage in explaining to the other Kage about his side of the situation. It was a sad story about the "Will of Fire' dying out due to Kiri's tyrannical rule and asking to be independent. Tsubaki would've facepalmed if appropriate. She didn't like what Kiri was doing as much as the next, but did they really think privately shaming the Mizukage was going to work? Kumo would back up Kono in their address of the situation. Kiri responded accordingly, refusing to give up Konogakure that easily. What did they expect? "Oh yes, Hokage, here is your nation back as well as all your money. I'm sorry for any inconvenience I have caused." This was an embarrassment that Tsubaki hopped Ayato wouldn't be a part of. She wasn't willing to risk the lives of Hoshi because Kono wasn't able to become strong enough to face oppressors. Instead, what Hoshi should do is remain a neutral nation and accept Kono shinobi in seek of safe Haven.
Of course, instead of remaining neutral, the Hoshikage explained that he would like Kiri to also release Konohagakure. NO! Tsubaki would've screamed if she could. Now all 4 great nations were backing Kiri into a corner, trying to peer pressure the Mizukage. Know what happens to a cornered animal? They get aggressive. Tsubaki was anxious to hear a response to all the great nations from the Mizukage.

Everything was going well so far, until the white haired spoke. Kenshin Uzumaki, a mediator for this meeting. Every nerve in his body flared up, warning him of the impending danger everyone was in. Yet, his muscles did not waver in their fortified state, as a statue he was through and through. Something his Kage caught wind of, when he asked that Kaito relaxed. He did so reluctantly, albeit he did have a point; to be so stressed would prove unproductive should a fight breakdown. He relaxed his muscles, but maintained his posture, an indication that anyone aiming for the Raikage would have to go through him first. Chances are, if they couldn’t get through Kaito, they wouldn’t stand a chance against the Kage anyway.
The host started by confusing Kaito, being addressed as a Lord rather than Lady when they were a woman. Did the population of Sunagakure not know there was a female variant for the word Lord? It seemed bizarre to Kaito, and beyond the scope of his simpler mind to understand the use of such words in the presence of a perfectly valid counterpart. He wouldn’t waste too much time pondering on the reason though, as he was not here to ponder. He was here to protect.
She spoke at length about the situation Konohagakure found itself in, under the tight grip of Kirigakure, slowly being bled of resources and hope. A valid tactic, as far as Kaito saw it. Villages were, for all purposes and intents, military structures for their countries. Warfare between villages for resources, especially Ryo, seemed perfectly reasonable from a military point of view, just not an humanitarian one. She did make a point: to allow a Hokage who was not loyal to Kirigakure was a mistake, as the entire point of this summit now revealed.
The solution seemed simple in Kaito’s mind: either destroy the village and start anew, or overthrow the invaders and bring the fight to their doorstep. If the Hokage had been against this and had been able to come to this summit, why had they not been able to attack the Kirigakure?
The Hokage stared daggers at the Mizukage, who seemed to be unphased by the situation. The Hokage spoke of the death of the Will of Fire, a famous trait of the people of Konohagakure. There was the answer as to why they had not been able to fight; there were no longer great ninja within the nation, only husks. Kaito could empathize with that; he himself felt as a hollow version of what he might’ve been, if circumstances had been different, if he had been strong. It would seem one last Konohagakurian had the will to bring the fight to the village, but alas, he was no Leviathan, not a Thunder God, or a Wraith. A Boy, perhaps. The Hokage spoke a lot, but only said one thing that made any sense to the redhead: they must return to the ancestral ways, and fight for what is their right.
Kiseragi then spoke of Kumogakure’s dark past, a time in which their blind hunger for power prevented them from seeing how weak they truly were. He sung the praise of the Leviathan, which this Mizukage was not, if the literature was to be believed.
The Mizukage was a man more to Kaito’s heart; he didn’t seem to care about peace or releasing Konoha from their grip, and as compensation for doing so, all he wanted was a secret technique from every village, except Kumogakure, who should instead give the peculiar sword of the Raikage. The Mizukage did indeed have all the cards in his hand, and he played them well. At most, this meeting would serve to bring the issue into the light, but would not solve it. No village would willingly give up their secrets to save Konohagakure, no matter how pretty a song they sing about peace and unity. If peace sold so well, who was buying? The answer could be found in the ever varying price of weaponry and ore. No, peace did not sell. War, on the other hand… very lucrative.
He played a dangerous game when he flashed a three tomoed Sharingan to the room; Kaito felt weary of being put under a genjutsu, and to do so in a room such as this could be perceived as an attack, considering the Sharingan’s abilities. He prepared chakra in case he felt he had fallen under a genjutsu of the Sharingan. The Mizukage went on the point out that the Hokage had gained the rank via murder, in a similar fashion to how a Raikage might come into power. Pointing this out seemed like a weak tactic in the eyes of the warring Kaito.
The Hogokage tried to say as much, and explain that quitting while ahead is not great tragedy. Kaito would have to disagree; why quit when you are winning by such a large margin? Once again, he pondered on teh impossibility of all the nations coming together to hold the Mizukage responsible for this situation.

It was the next round of going around the table. As Ayato was talking, Tsubaki noticed the Kazekage contemplating something; an idea to present to the Kages. Kizumaru replied to the fact of how stupid it was to ask him to give up an entire nation. Tsubaki agreed that it was stupid. She didn't agree with Kiri's method of control over Kono, but that battle was between Kiri and Kono. Finally, the Kazekage replied with her idea. A deathmatch between the Hokage and the Mizukage. If the Mizukage were to decline, he would be banished from the summit and escorted out of Suna Tsubaki's jaw almost dropped to the ground with the amount of shock she had. Was the Mizukage actually offering this as the only option? The Kazekage is basically asking for a war with Kiri. There is no way a respectable Kage would accept such childish terms. There would be too many consequences. If Kiri would win the deathmatch, there was no way the citizens were just going to accept the terms of this deathmatch. If Kiri loses, there would be a huge power vacuum that would consume the entire empire, leaving thousands without protection and many missing ninjas seeking asylum. Tsubaki thought to herself. She couldn't understand why the Kazekage didn't see this outcome. But she would soon find out that it wasn't just her that thought this way.
The "Hokage" agreed with Mizu's deathmatch idea, saying that it would "save unnecessary bloodshed." Unnecessary bloodshed?! Your blood is unnecessary bloodshed! Tsubaki couldn't believe this "diplomatic' meeting was turning into more of an overdramatized wrestling match. He said that he would agree to the deathmatch if the Mizukage was also willing to join in. Tsubaki hoped that the Mizukage had some sense, otherwise this entire Kage summit was full of spoiled kids.
The Raikage would agree with the deathmatch, leaving for two more opinions unaccounted for. He stated that this was the "honorable" way out. It was strange to see the Raikage; leader of Kumogakure, saying much about this now. For starters, they have an entire history of conquerors that acted just like Kiri. They of all people should be able to understand Kiri and decide a way to convince Kiri to give up their power on Kono. He seemed to also fail to see the impacts of his deathmatch won't stop any kind of war from happening.
Lastly, Ayato spoke. He countered the arguments with a little more grace than the other Kage and in the end, basically told the Mizukage to leave the summit. So much for diplomatic peace, eh? Is this just what politics are? Bullying entire countries and smack talking? There haven't been any useful talks yet that has led to a better future. Tsubaki was disappointed to see that this was the reality of the Kage summit. All those years of thinking that the summit was full of well-mannered people that discussed peace and progress were all wrong. It wasn't just this summit either, according to Ayato. The previous one led to some deaths so far.
The Mizukage was furious about the amount of attack he was getting from the rest of the Kage. As was Tsubaki. This was a war in the making with the Kage all ganging up on the Mizukage and the Kiri empire, an empire that has imperial tendencies. It was a mess and it made Tsubaki angry and anxious for an oncoming war.
Hoshi wasn't ready to support a war. There was too much civil unrest between the civilians and that of the shinobi. Supporting a war would certainly lead to more disagreement between the people and the shinobi. Or would the people support the fight against a tyrannical ruler even if it doesn't impact them. There were just way too many uncertainties when it came to a war with Kiri. Would Hoshi even be a target for Kiri? There weren't many practical advantages to going against a nation across the nation. They would have to get through Kumo or Suna first to even reach us unless they take the minor villages.
In the end, Tsubaki didn't agree with how Kiri worked but there wasn't much Hoshi could do about it. A war is immediate in all corners and Tsu isn't sure what Ayato is going to do with Hoshi. Would he send troops if there were to be a war? Would Tsu have to watch her shinobi die?

Keita was more amused than anything as he watched all of the other kage flounder about how they could get Kiri to surrender without any sort of fight or compensation on their part. Keita wondered if they were really the best of the best, the so called 'leaders' of the most powerful nations of the world. They seemed to lack common sense, and simply wanted to try and bully Kirigakure into doing whatever they wanted for some reason. Maybe it was because the current Mizukage started to make Kirigakure stronger than it was in the past, as it was very prosperous now, or perhaps it was some other reason, but regardless of what it was, the summit was going downhill quickly, and there was not much room for negotiation with the various leaders of the villages unable to compromise or some up with any viable soliutions other than someone challenging them to a fight to the death. That would be rather amusing, Keita thought as he gave a slightly more mischievious grin than what he had been doing this whole summit. As Keita listened to the various leaders, it was obvious that this kage summit no longer welcomed them, and this was apparent as his Kage had left some parting words for the kage here and exited the area.
As his kage had gotten up, Keita also stood up in kind, and simply waited for Kizmaru to stop speaking for a moment, before Keita looked to the remaining people in the summt and unsealing a couple of objects from his robe.
"Well, although it is unfortunate that the, "negotiations" have broken down, I still have gifts for each of the villages that arrived." He said, before fanning out the beautifully framed calligraphy pictures, placing them towards the bodyguards of the places that they represented, but still closer to his side of the table. He was not going to give these things directly to them himself, as he assumed that this would be the job of their bodyguards, not not only inspect them for foul play, but also because prestigious positions had certain perks when commanding those under them. Keita turned to the current Kazekage. "Thank you for hosting us, your hospitality is appreciated." Keita would say, nodding to the rest of the room before hurriedly following Kizmaru and the mediator out of the room and to the teleportation formation, leaving the items on the table for those who wanted them to collect if they wished. They could also toss them aside, which was fine with Keita as well, they could do whatever they wished with their gifts after they had been given.
Keita then followed Kizmaru out of the building and towards the entrance to the gates, refusing to say anything to Kenshin as they were talking, and he did not want to butt into their conversation, nor did he want to talk to him after the fact, as his kage had made it clear that he was done speaking, and done with this place. As they got to the entrance of the village, the guard at the village gates required their visitation passes once again, which was perfectly fine, and Keita handed it over without a fuss, before wishing everyone a good day. It seemed like nothing would come of the trip they had made to the land of wind, but there was still something strange about the meeting, and of course war seemed like it was on the horizon, Keita was not so sure. People would threaten war far more, and still compare a lot more than they did in the summit, and it seemed more like a tactic to scare the Mizukage, which obviously did not happen. Keita would still start to make battle strategies in his head to fight the forces of the other nations, if need be. With all of the thinking done, and being now out the gates of suna, he would be heading back to his country.

As they got to the entrance of the village, the guard at the village gates required their visitation passes once again, which was perfectly fine, and Keita handed it over without a fuss, before wishing everyone a good day. It seemed like nothing would come of the trip they had made to the land of wind, but there was still something strange about the meeting, and of course war seemed like it was on the horizon, Keita was not so sure. People would threaten war far more, and still compare a lot more than they did in the summit, and it seemed more like a tactic to scare the Mizukage, which obviously did not happen. Keita would still start to make battle strategies in his head to fight the forces of the other nations, if need be. With all of the thinking done, and being now out the gates of suna, he would be heading back to his country.

It seemed the Kazekage and Hokage were not taking any crap from the Mizukage. It was quite entertaining but concerning as these were the leaders of each major village, excluding another large nation could be really hard to communicate nationally with a potential contrast of interest between the nation. But perhaps Tsubaki was just reading into the situation too deeply. She watched at Kenshin escorted the Mizkage and his guard out the office doors. The Mizukage cooperated with the escort however he had a couple more sharp words aimed at both the Hogokage, Ayato, and the Mizukage. This guard was a bit nicer than Kiz's sharp tone, gift each of the Kage a kanji symbol through a strange art. The kanji symbol that he gave the Hogokage, which Tsubaki took just in case, was the symbol for space. It gave off a feeling of floating in space or being completely submerged in water. Tsubaki stored the symbol in her weapon pouch for Ayato.
After the Mizukage left, it seemed the rest of Kage would move onto business. The Mizukage did seem to share condolences with the Hokage as this was not the outcome they wanted. I'd say. Tsubaki would criticize herself. They moved on to other matters brought up by the Kazekage. Mizu proposed an international Chunin exam. The exams would be hosted and all the nations higher shinobi would orchestrate the exams for the genin.
This development excited Tsubaki. She absolutely adored watching genin getting stronger, especially her own genin that she hadn't seen in quite some time. With all the nation's genin, perhaps save for Kiri, in one place performing to show their leaders that they were willing to become chunin. She wondered who would host it if this event were to go down. She wouldn't have to wait long for an answer.
“You would do me, and my people a great honor if you agreed to host this event in my village,"
Ayato spoke up first in reply to the chunin exams. Tsubaki also cheered out loud- trying her hardest to hold it in. It was almost like her thoughts had invaded his head. Ayato sited that his reasoning behind this proposition was because it would open the doors for Hoshi. It was true since Tsubaki has been a genin there, there haven't been many external visitors save for the farmers and merchants. It would truly be a blessing to have not only large leaders come to Hoshi, but also genin of all walks of life.
Towards the end of the summit, both the Raikage and Ayato had told Mizu that they were allies. Then it was time to go back home, presumably to prepare Hoshi for the upcoming chunin exams. There was a lot to be unpacked as Tsubaki followed Ayato out the door. She hoped the young Kage would be prepared to hear about what Tsubaki thinks.
