As many who have tuned into my Battle Moderation in the past know, I usually make a joke out of it. However, as this request is 100% going to end with one of the pair dying, I won't be doing so this time. So, let's begin with the key stuff and explain why what went down went down.
Vague Manipulation
Now, a key part of what has happened in this post is the Vague Manipulation used by Kita against Raleth. "Raleth's crimson palm would burst from the flame of the dark vortex at 165 speed and the heel of his palm would strike the center of ODa's face." This is what was written by Raleth, and unfortunately while it details the strike itself... it doesn't detail WHEN Raleth launched it, and thus when Kita wrote "The monk made his strike standing in front of the Shinkou, making no indication that he was coming from either the Shinkou's side or back" he successfully vagued Raleth into launching the attack only when reaching that point. This isn't godmodding, as he isn't controlling the actions of Raleth by trying to change his actions, simply filling in the key blank of WHEN the attack was launched.
Now... from here things start to fall into place, Raleth needs to fully extend his arm whilst Kita simply needs his NPC to jab its hand upwards. The difference in speed is miniscule but it is there... but honestly, even if the speed was the same the difference in actions alone would seal the deal here.
The Fatal Mistake
I'll be real... this is only resulting in a death because of a very simple but very common mistake
"After striking the chakra barrier, before his neck is pierced, Raleth moves his left leg across from his right, shifts his weight, steps, pivots, turning profile to his opponent, on the outside of his opponent's thrusting claw. Because his opponent only jabbed his claw upwards and aimed for a spot under Raleth's jaw, the shift in the Sarutobi's orientation would cause the claws to collide with the bone of his chin and not the soft part under his mouth. As well, as he shifts his weight to his left leg, he is able to bend his knee and bring his chin back within the same motion as pivoting. In this shift, he'll bring his right foot and step Thus, in this split second, he avoids the attack at 215 speed and steps to ODa's direct left, out of the flames from the dark vortex." This motion could indeed have saved Raleth were it not for the mistake I mentioned above, and that mistake is the first five words.
"After striking the chakra barrier" As there is no way that Raleth could hit the barrier before ODa the entirety of his following actions wouldn't go through, as they only happened on the condition that he hit the barrier.
The Conclusion
I'm sorry to be the bearer of bad news, but the hit claimed by Kita is valid and as such, Raleth has been killed by ODa as detailed in his post.
Try not to let it get you down too much Ral, mistakes are made and characters don't last forever. And always remember that when one characters story ends another can begin. Peace out all.

Noting the battle mods decision, Raleth will be using his Get out of jail free card to prevent his death and escape the hunter without issue.

The flames stopped, and the aura finally faded from the Shinkou's body. He remained there for a moment and closed his eyes, paying homage to the fallen monk. As the gates opened behind him and he turned to leave, ODa didn't realize one crucial think. That he had somehow veered off course in his strike, crashing instead through the side of his jaw instead of under his chin, creating a long gash in the old monk's face instead of a hole in his brain.
As ODa finished up and walked forth from the arena, he never heard the monk inhale deeply as he began to breathe once again, unconcious, but still well alive.
