Task: For Kumogakure to be forged into a truly great village, all must be held to a higher standard. Not all are blessed with the ability to mold chakra, but that doesn't mean any can get away with lacking discipline. You have been assigned a group of civilians - get them into shape!
Word Count Requirement: 1,000
Reward: 2,000 Ryo / 10 AP
Character Requirements: Kumogakure shinobi
Cheap armor. Cheap weapons. Cheap faces. Everything about these civilians screamed cheap, low quality, lowborn. They were the lowest of the low, the dirt of the military. In short: the civilian corps. The Kumogakure militia. The people meant to act as the lawkeepers and the authorities if (and it's an improbable if) there are no ninja available.
Despite her usual disdain for commoners, she understood the necessity of such a force. Being from a family that was strictly considered civilian, and was meant entirely to remain within safe walls for their entire life... Well. A trained soldier was far better than the average maid, in terms of holding back a potential assassin long enough.
Mind, that only meant that she accepted the mission parameters and necessity. She was still fully planning to treat them like shit.
"Good day, and welcome to the daimyo's own hell."
Deciding to make a show of her entrance, Baruga uses her Space-Time Arts: Portals technique to summon a cyan-hued portal in front of the civilians and step out of it. Decked out in Kumogakure's standard female uniform, she cuts an intimidating figure for just about any civilian.
A ninja is a killer. A ninja is an assassin. A ninja is a beheader. The clothes on her back and the look in her eyes makes sure they are aware of this fact. The civilians stand with backs straight, feet together, eyes faced forward. As if that would save them on the battlefield, but she supposes compliance has its uses.
"You are lesser. You are not good enough. And for that reason, the wankers behind the mission desk has decided that I am to train you. Understand?!"

There was a respectable number of militia who responded to that particular question. Of course, Baruga put them through the usual washer of not being loud enough, all that, but then she heard someone giggle.
Correction: she heard some little bitch baby boy giggle, and it was her job to thoroughly ruin his goddamn day. Immediately, she stomped up to him and got all up in his face. God, even the acne on his cheeks was enough to make her barf. Of course, the moment she got tough with him, he put on a straight face and started sweating bullets.
"Oh? You think I'm a bloody clown, do you, private? What's your name?"
"Murasaki Honda, ma'am!"
"Murasaki, hm? Sounds like one of the names on the 'chakraless shitstain' list, but there's too many to count. What part of the joke made you laugh, Murasaki?"
"Ma'am, I... your appearance, ma'am!"
Ah. So that was it. It was because she was a woman. Or maybe it was her accent. Or maybe it was her height. Or maybe it was all that and more, and quite frankly, it didn't matter at this point.
"So, you think I'm one of those cannon fodder shinobi, hm? Yes, that could be quite funny - YOU LITTLE BITCH."
With two hand seals and some chakra, Murasaki Honda's screams started dopplering from top to bottom as she put him in an endless loop of falling with her Space-Time Art: Portals. After about ten seconds of humiliation, she grabbed him by the ankle and tossed him to the ground safely to continue the verbal onslaught.
"I have your name, I have your face, I have your everything! Now drop and give me thirty, you shitter!"

After that particular show of chakra and anger, though, the militia seemed to be getting their shit together, which was well and good enough. Of course, as stated before, this was all a one-day thing, but Baruga planned to maintain Kumogakure's rightful status as one of the most intensive villages to serve in. That particular brand of training wouldn't be simply reserved for the chakra-available only.
That being said, simply watching some foot soldiers run laps and go through training courses wasn't nearly as amusing as it could be. Oh, sure, it worked well enough to ensure peak physical performance and encourage discipline, but it was awfully boring to watch, and her throat was getting raspy from threatening to desecrate their mothers so often.
And so she made her own fun.
"Alright, boys. Here's a ninja trick for you. Whoever does the next three laps fastest wins ryo!"
With that, she summoned two stacks of full, paperback cash, all banded up and everything.
"Feel free to sabotage each other, make alliances, pull out your blades, whatever you like. Don't maim or kill. Now then, pick up the pace!"
And with that, the red-faced cadets started scrambling forward. Baruga spotted one of them pulling the other down from the ladders. Ah, yes. Money was such a lovely motivator, indeed.

At the end of it all, Baruga was fairly happy with the results. Fairly. Well, make that acceptably. She still saw these people as worse than trash, being filthy little civilians and all, but they could at least hit the broad side of a target dummy.
Steel clashed against steel as she watched the recruits do their last spar before formal examination and promotion into a full member of the militia. It was all too slow for her, it was all nothing compared to the gods and demons that existed on the higher echelons of her profession.
And yet, it was fast enough to maim the common bandit, or deter the wild hogs of Kumogakure's mountains. Which, really, should be enough. Once enough hits had been scored, Baruga lifted a hand and dismissed the fight, before motioning for the next recruits to approach the sparring arena so she could watch them.
Resting her head on a hand, her cold eyes gazed over the recruits readying their blades. Then, they moved, and she simply watched.
Like children with sticks, honestly.
"Soldiers, you have completed your basic training necessary to call yourselves part of Kumogakure's militia force. The sorry blokes up in administration seem to be happy with your performance: and I am personally satisfied with your results. Moving forward, you will be the first line of defense for the common people, for your loved ones, for your neighborhoods. Take that honor with you for the rest of your life, and may your blades never dull."
Baruga lifted her chin high.
"For the last time, you are dismissed!"
A battalion of salutes met her, and all she felt was contempt.
