Backstory:
An element initially discovered in the Land of Lightning-- developed by the Hidden Village in the Clouds. Steeping in the power of lightning, one learned how to use it to amplify, and vice versa, Raiton into water. The continued use of this conductive relationship caused a new change in chakra nature in the form of Storm Release. While no bloodline limit is needed to use it, it requires massive training to properly meld the two elements together as they are all actively changing and moving.
How it is used:
It utilizes the conductive properties of water to enhance the power of lightning, making lightning its dominant factor. Combined, it creates a form of 'plasma' that is both as powerful as lightning and flexible and versatile in shape to its water counterpart. It is as creative as it is powerful, allowing various shape manipulation tools or enhancements. In its raw state, it takes the form of precision use projectiles, allowing for accuracy and speed. At an advanced state, it can even act as a homing device-- capable of seeking specific targets. Requires a high level of chakra control to use at full potential.
Special Traits:

1. Conductor - In exchange for expending twice the amount of Activation AP costs associated with a Storm Release technique, the user can lower the hand seals required to perform Storm Release techniques to half the amount. This trait is exclusive to techniques at A Rank and below, and only one Storm Release technique can be cast in this way per post.
   
   
2. Delta Flow-  Storm Release techniques are highly malleable, being called rivers of lightning that flow like water. B/A/S Storm Release techniques can be apped to take up to 1/2/3 90 degree or less bends during their duration, without exceeding the technique's maximum range. This allows a technique to be deviated up to 270 degrees. Techniques that use this trait will make mention of the specific flowing mechanics on a case by case basis.
   
   
3. Ultra high voltage - If a target is caught within range of a Storm Release technique that has a paralysis effect, their checked stat must be greater than the technique's power rather than greater than or equal to it, to resist paralysis. Techniques that use this trait must make mention of it in the application.
