It was time to add another instance to that counter. Takeo lazily performed the seal required to open part of the storm to allow the boat through. Assuming it had not been changed, the storm would cease and the boat would travel through.

At which point it would dock and Takeo would hop out and make his way through the gates and into the village.

If it had been changed, then that would be quite irritating. But not all that surprising, given that this was the village ruled by the unstable one of the family.

Alas, the handseals had in fact been changed prior to Takeo's travel, after all, leaving the most important sign of the village the same for an extended period of time, especially when an S-Rank Shinobi who has previously destroyed a village knew it, would be quite silly.
