a fragment of order

Mission Link
Looking at the trail of the target with her hand on a list, Yuri think that the next action would take place somewhere that conventional forces have trouble coming to. At her front lies a store where an burglary was executed. She went to the store head of her and make some inquiries, every entity that served as security seems to have functioned properly. Looking around, she could not find traces of any action taken. She had ample time since the pattern suggests that seeing the target live in action comes at the night. She decided to visit the next store on the list that suffered the loss of stock just 2 blocks away.
The previous store owner was a far cry to the next one. It was as though Yuri experienced a calm before the storm. She received rantings from the shop owner saying how inefficient the ninja squad responded to the case. Yuri stayed silent throughout and listened to her all the way until she is ready to be asked some questions. The store had the same interior measurements as the previous store and she proceeded to look for any form of detail that looked out of place. It would seems that the target knows how to mask is own movement as Yuri could not find any trace again. She thanked the fury shop owner and went to the next store in the list.
Looking around before reaching the next stop, Yuri looked up to the wires that formed a connection to supply electricity to every building in kirigakure, shop-houses mostly had windows on the front facing them. She took a moment to consider as she took a few steps upwards on the nearest mast to look at the condition of the wire. Nothing on the wire that tells her the wire had stretched from unrefined movement, she walked back down to find a kid looking at her with the look that this must had been her first encounter. Her mother guided her away to keep Yuri on track of her task.
She could tell that the store had not been well maintained as soon as she steps into the store. It was understandable looking at the owner who took a few minutes coming from the back of the shop and Yuri still found herself waiting. She could finally ask questions after 5 minutes of waiting and twice as long making sure he moved to the front of the shop unscathed. She looked around once she was done questioning, it was dusts everywhere to the point that she had to wipe off the dust carefully so that she wouldn't kick them up to mess with her vision. She could not find anything even after her hand turned black as she went to the toilet to wash her hands. The smell of rot got to her when she entered, her intuition told her that she had found some clues. However, the clue gave away itself when a dead rat dropped onto basin. Now she had to use detergent to wash her hands so that her hands does not smell of rot after disposing the rat properly. She made her way out of the shop carefully so that she doesn't kick up anymore dust.
The next location is a store that merged 2 of its smaller counterparts. Yuri walked in and ask the shop assistant for the owner. There was no way for any of the assistant to know of the target since all the burglary happened after opening hours. The owner reacted to her questions as though the incident never happened and when asked about his activities, Yuri understood that he is a busy man and it was his son who made the complaint. Now she is tempted to complain about her list not having sufficient information. This makes sense since the Mizukage is rarely seen in public. The owner's son is busy at school right now and she had decided not to bother the kid for now.
Yuri took a short beak before moving into the next store. She took a sit at a nearby bench taking glances on passer-bys. Many where either happily strolling along the streets or busy moving around for their work, no one looked suspicious enough to get her up; complaints come from actions at night. She wondered if the target had use some form of tools to help himself out since there are no indications of steps taken in every store. There are no fingerprints or footprints that looked out of place either, not even for the dusty one.
She took off to the next store after her break. The shop owner told Yuri that she was lucky to not have any of her stocks stolen as there are neighbors that told her about strange things they saw that wandered near her store. However, she had to fix her rooftops a few days ago and business took a hit as well ever since the recent incident. Yuri proceeded to check the rooftops after she was done with talking, it seems that the owner was fixing the rooftop for a tiny hole as the defected block got fixed and put back into place again. Yuri could not learn anything from it as it looked like a typical operation that anyone would have done. If there are any indications, it may mean that the target is on par with her in chakra manipulation.
She made her way to school to visit the kid that made the complaint. The kid was near to being done at school when she arrived and decided to wait a little longer. She approached the kid as he was running in excitement from being released and ask him a few questions about the complaint he made. He told her that there was a few days when he could hear footsteps in his sleep and some scratching on the rooftop but had always not managed to find out what it was, even if he wanted to; Yuri had finally found a clue to the target's capabilities and would hand the info over appropriately.

Sinai woke up on the sofa in the late afternoon; his body feeling like lead. He was wearing the same clothes he had on, the orange floral shirt still stained from yesterday’s dinner. He was taking a day off, not really because he wanted to but seeing as he has been going on missions nearly every day; he was waking up feeling worse and worse and knew that pushing himself further would only result in a botched mission. After a relaxing bath in the morning, he decided to dine out instead of cooking himself, seeing a rare opportunity to do this for a legitimate reason. He hadn’t washed his clothes in some time and he didn’t bother to change out of his dirty clothes.
He went to the nearest ramen stand and decided to try the Ultimate Wasabi Ramen, a seemingly new addition to the menu. He took the usual side of fried shrimps and a pint of root beer. Since he had become Genin, he focused so much on becoming better that he forgot what it felt to just kick back and not worry about cooking the food yourself. Every morsel of his food tasted like it was made from a 5 Michelin star chef and each gulp of root beer tasted like the nectar of the gods. A tap on his shoulder was all it took to take it all away from him.
A hurried messenger had brought him a small letter, signed by the Administrative Office. It informed him that he was needed to assist in the capture of a thief operating in the 23rd District and to report a fellow Shinobi that is currently scouting the area. In normal conditions, he would have probably tried to finish his dinner or even maybe tell the messenger to try and find someone else but in an act of astonishing patriotism he quickly paid the bill and ran as fast as his tired legs could carry him to the 23rd District, his day off no more. He was also motivated by the fact the shinobi he had to work with was Yumi Yamikumo.
After wiping his mouth a shirt with a tissue he took from the ramen shop, quickly fixing up his hair in a storefront, polishing his headband and straightening his bandana; He took a deep breath and walked coolly towards Yumi, her fiery red hair making her easy to pick out of the crowd. “Aye Yumi; Looks like I have been assigned to work with you once again.” he said with a grin. “So, What's the situation?” as he said as he gave the nearby area a quick look.

With her clues gathered, Yuri moved over a few streets quickly to complete her end of the mission. Seems that the crowd for the night market is building up as she is finding less and less space to move through with each turn though it did less than it should to hinder her. Once she reached the location to pass the info to. She took a deep breath and looked at the night crowd. That was when she knew who to get to. She walked over to him with a note that summaries her investigation done. This note contain findings for the culprit. You will be the one catching the thief. Good luck. With that done, Yuri would call it a day for her.

Without even acknowledging him by name, Yuri handed him the information she received and moved into the crowd, her red hair keeping her from blending in. He took a couple of steps towards her figure and was going to shout after her but what was he going to say? “I lost a good dinner for this?!” he said to no one in particular. He came here to spend some time with Yumi and maybe chat her up but she barely looked at him. All business and no play make her a tough nut to crack. Still; Officially, he had a mission to complete. At Least the payout from the mission should cover another dinner. Maybe next time he might ask her out. Well, 50 years from now if she keeps this up. After someone bumped into him, He realised he had been standing out in the incoming crowd for far too long. Moving out of the bustle, he found an empty bench to rest on and gave the information a look.
It was a hefty bundle of papers, something he didn’t realise when Yumi handed them to him. Attached to the typed mission brief there were the notes that Yumi took, written in beautiful calligraphy in an orderly and formal way; even in her writing resonated her stern and focused drive. It seemed that the culprit was an expert, leaving no chakra traces anywhere. If Yumi couldn’t detect them, then he definitely could not. This probably meant that the thief was probably running a chakra-less operation or using simple jutsu that don’t use that much chakra. According to Yumi’s investigation, she found clues that suggest the thief was accessing the shops through the roofs at night, taking advantage of structural weaknesses. So, He was looking for someone who climbs upon shop roofs without much use of chakra, has knowledge of said roofs and is able to fit into small holes. Not many people would match all of those conditions yet Yuri didn’t offer any possible suspects. She offered an extremely detailed report; Very good for a woman. He had all the pieces, now all he had to do is put them together.
The Culprit must be someone who passes frequently trough and thus would know the state of the shops. Sinai played with that thought for a while and gave the notes the other read. According to the witness, they travelled by roof; a passer-by wouldn't be able to see the conditions of the rooftops. That narrowed it down to someone who lived in the area, probably scouting the area from their own rooftop. He got up and moved back into the crowd and surveyed the area. This was a commercial district, so the only ones who lived here where the shopkeepers themselves. This was further supported by the fact that the amount of loot stolen would be too much to carry back across without attracting the attention of any patrols, especially since all the robberies occurred in the middle of the island. “Wait, back up. It is as if-” he thought to himself, bringing a sudden halt to his train of thought. He quickly moved out of the crowd and found a seat, quickly flipping through the papers he was given, abruptly stopping when he found what he wanted. “Got it.” He grinned to himself. He had figured it out.
The lamp posts clicked alight, shedding faint light in the misty street. A dark figure stood hunched over on the rooftops, a light breeze lifting its mantle as it fiddled with something on the ground. It pried loose a couple of aged rooftop tiles, setting them aside noiselessly. A shout broke the silence;“Stop right there!”. There stood Sinai, his bandana flapping heroically in the wind, a kunai pointing straight at the thief. “Drop your weapons and hands up. Your game is up!” Sinai grinned; Full of himself. A clang rang out as the thief dropped the kunai it was using to pry the tiles loose. Sinai moved closer as the Thief spread its arms; both devoid of any items. As he approached the thief to unmask him, it turned and swept Sinai’s legs from under him, causing him to slam into the ground. Picking up two tiles from the pile, it began to beat out the brains of Sinai.
A puff of smoke enveloped the thief. It was a clone after all. “Don’t you move a muscle. those tiles you are holding are rigged with explosive tags.” Sinai said as he stood dramatically atop the lamppost a kunai in one hand and a sign of thumbs up in the other.“ One move and you’re done for. So, How about you remove that mask now?” he said mockingly. The thief crouched down on its knees and seemed to start undoing its mask when in an instant it dropped the tiles and scampered towards the hole it had made in the roof. “Bad move, time to bite ze dusto,” Sinai grinned as he dropped his thumb, mocking a detonator as the explosive tags blew their chakra charge. He had foreseen that the thief was probably faster than him and would try to run for it; so he put explosive tags on all the loose tiles. He casually made his way towards the blast site while panic starting sweeping through the neighbouring houses. He found the thief twisted in agony. Shrapnel from the explosion had hit the thief’s midriff and legs heavily, with one of its arm taking a direct hit and blowing off everything from the wrist down. “Guess Justice is done.” he said as he heard the rushed steps of the inhabitants as they were making their way up. He took out a rope he tied around his waist and tied the thief's remaining arm to the roof door’s handle and unmasked it. It was a woman after all; her face not scarred from the shrapnel. “Too flat for my tastes anyways” Sinai sighed as he made his way to the administrative building, taking the mask as proof of completion and leaving the thief's fate in the victim’s hands.
How he figured it out? The robberies were occurring in the same area; with one shop in the epicentre; Which Sinai suspected that the owner was the thief. He did an educated guess and searched the rooftops of the area, finding a shop with multiple loose tiles; The Thief probably loosened beforehand. It was a matter of setting the explosive tags on the tiles and placing them back in their place. It was the middle of the night and the target shop’s rooftop was not hit by the lampposts light so it would have been hard for the thief to spot the trap. Yumi did a good job compiling the clues but after all, she was a woman; It had to be him to piece them all together.
