"It's designed to create jinchuuriki. Any less and a tailed beast would crack it like an egg." There's a mixture of morbid fascination and disgust in her voice. "...I've little interest in that sordid business, but it's useful. These sorts of seals create internal spaces for a bijuu and their host to interact, which is a principle I would like to apply to infiltration or spywork," she says, flipping over in her notebook to some scraps of spiraling seal formulas. "Likely with the use of shadow clones. Ideally, I would like a design a technique to allow a shadow clone to freely enter and exit a seal, perceive what is going on outside of the seal while it is inside, and for that seal to behave as the clone's source for the purpose of the half-mile distance limit."

Arc nodded. He had guessed as much about the blacksmiths commissioning the creation of better swords. He supposed that kept powerful weapons out of the hands of criminals. It did create a bit of a struggle for him however. He would need to gather enough money and materials to requisition the blades he needed.
It was a bit of a surprise to Arc that Kurokabi seemed very opposed to the concept of sealing tailed beasts in a jinchuriki. The only reason he was surprised was that in this world it was a way of gaining great power. And with Her acceptance of each ninja being a tool, Arc figured she would be more willing to accept it as a possibility to gain more power and as a tool become more useful. However it wasn’t as simple as that. One aspect that was different between ninja and tools was their ability to have their own opinions. And he wanted to know more about hers.

Rook continued to work on his seals. He began testing out some basic ones. Sealing just a ball of paper so that if he messed up it wasn’t much of a loss. He was tinkering with the concept of adding these physical valves and ways to interact with what was sealed inside the fuin seal while it was still in there. The theory was kinda complicated.but it was nice to have so much advanced material to look at.

"It's masturbatory trophy hunting." Mino says it dismissively, as though there's nothing more to be said on the topic. After a moment, however, she brings her hard gaze to Arcanis, studying him. Why does he care? The curiosity in his voice makes it seem as though the idiocy of creating jinchuuriki is an entirely new concept to him. Mino immediately feels responsible for disabusing him of the notion that it could ever be a good idea. "...humor me, Arcanis." Mino stands, feet of the chair grinding against the wooden floor as she pushes it back behind her, and she strides to the chalkboard. In a few swipes of the eraser, she clears space in the middle, and she takes a piece of chalk to begin a simple T-chart.
"Run me through the pros and cons of keeping a jinchuuriki in Kirigakure." She taps the chalk against the chalkboard after adding appropriate headers to each side, looking to the pair expectantly - Rook is more than welcome to participate, of course.

Arcanis realized that he had somehow offended Kurokabi, He had to work on that stubborn habit of trying to get information from people. Now she wanted a pros and cons list of having Jinchuriki in the village. Arc didn’t want to correct her on the assumption she had made on Him actually wanting to have a jinchuriki in the village. Arc could have said that the benefits of having a jinchuriki potentially help protect their village outweighed the cost of having a kyuubi attack and destroy the village. She would just counter with the threat of the jinchuriki losing control of and ending up destroying the village anyway. Even though the obvious cross counter would be that regardless of whether the jinchuriki belonged to the village the threat of that happening was greater if an opposing force bent on the village's destruction controlled the village. But none of those arguments were relevant to Arcanis as he truly doesn't care whether or not the village created, or sought after the creation of jinchuriki. But Kurokabi had had a long day and Arc felt bad for her.

Mino runs a hand through her hair and lets out an exhale of frustration. "But you don't believe that!" she insists, and soldiers on despite Arcanis' valiant attempt to escape from this conversation. She scrawls down 'they would blow the whole place up' under 'cons' with all of the manic energy of a woman who has been up for thirty-two hours and has just downed an entire energy drink over the course of five minutes, the chalk screeching.
"You asked me a question. This is how I am going to answer it. Through a civil conversation," she says, gesturing into the air with one hand. It's likely the manner in which she approached this that alienated him, as well as her... tone. It's clearer now, however, that she wasn't angry. She was excited - she just has a very off-putting way of showing it, sometimes. The way he... pretended to fold like that, however, draws a legitimate spark of rage from her. She is sick and tired of being treated like a doddering idiot for daring to be passionate about doing things right. "...and don't you dare patronize me. You've been around for a long time, Arcanis. Please act like it. If you are going to refuse to treat me as an intellectual equal, then don't work with me at all." Arc knew as riled up as Kurokabi was, he must be equally as stoic to preserve any kind of relationship he had with her and by proxy the village. Arc had been through a lot in his life. He had met plenty of people as intelligent and as proud as her. He hadn’t meant to alienate her by not engaging but at the same time he felt he couldn’t tell her what He actually felt. So He decided to treat her as an intellectual and not a chalk flailing crazy woman.
“Alright Kurokabi, I apologize if I didn’t give you the benefit of the doubt. Let’s start with Pro’s.” Arc said this cooly and with the air of calculation. “One, Kyubii are a source of amazing power. This is regardless of whether or not it is tapped by use of jinchuriki or other methods. That power having many pro’s itself but we can stay on the terms of strictly keeping a Jinchuriki in Kirigakure.”
Rook piped up showing that he was actually paying attention and that he did in fact have information to add, though the information was simply Arc’s information. “Pro: a Jinchuriki itself is something that can be controlled and manipulated just as easily as any other person and therefore much easier to control than the beast itself.”
“Pro: Through the leverage of the Jinchuriki being loyal to Kirigakure, or even simply possessing it, Kirigakure is capable of military and political high ground in negotiations.”
“Pro: Acquiring a Jinchuriki would put Kirigakure in the lead for the race for power. Other villages certainly want that kind of power so refusing it would simply be refusing a weapon in this war.”
The back and forth between Arcanis and Rook left no time for Kurokabi to write down the comment let alone get a word in edgewise. Their synchronicity might for other people be a little daunting.
“Pro: Putting a Kyubii inside a ninja already loyal to Kiri would increase the ninja’s personal prowess and advance other things for the village as well such as expansion and industrialization, to give some possibilities.”
“Con: The village would become a higher priority target for our enemies, at least the ones who believe they are capable of facing a Jinchuriki and surviving.”
“Con: Like we have already the resources needed to properly train and clean up after a jinchuriki, is something that would be difficult to do however…”
“Pro: the island nation that Kirigakure rests on is the perfect place to train and contain a new Jinchuriki.”
Arc allowed Kurokabi to react to his obvious contrary opinion. He tried to keep it completely intellectual without trying to make it personal. Arc has had a dark past, and talking too much about the benefits of power, made him remember the hunger he once felt for it. But that is in the past. His desire now was solely academic in nature.

Arc felt a little bad, and a little more in tune with Kurokabi-kun. She was indeed young and had the mindset of an idealistic and strong woman. She wanted to set the world straight. The Kyubii to her were massive strong beasts that deserved to be free. Arc wondered if he had the power to grant a wish like that. He certainly would if he could. But as it was now the world was simply broken.
“Being a shinobi is not the only way to live this life Kurokabi. Maybe sometimes to survive it takes something other than being the strongest. This up here,” Arc points to the chalkboard, “This is a thought pattern that was led to by the current state of things. Power and position. Imagine a world that was devoid of politics and devoid of even civilization. That is a world that the Bijuu would thrive in, (just realized I was saying kyubii was synonymous with bijuu, don’t mind me) I’ve been to worlds like that. Worlds as untouched by the plague of humanity as the stars. Maybe there is a way to free the Bijuu?”
Rook by this point was more interested in the conversation than the fuin techniques. “But that kind of thinking betrays a great many people in power. In fact it would go against every notion of what it means to be a shinobi. No one would side with that. So we come back to the problem of living in this stained and distorted world.”

Mino blinks at him in confusion. Did she... miss something? Her eyes dart to the 'unethical treatment of animals' note on the board. Ah. Her joke had not landed. Well, she had delivered it with a very straight face. To Mino, giving the same pity to bijuu as she would, say, an improperly-kept dog has inherent humor to it. She takes a deep breath... and lets out a long, tired, low peal of laughter. On a purely academic level, she mostly believes his stories, but occasionally the way he speaks really does remind her that he genuinely views her - a forty year old woman - as a child. It'd be insulting if it weren't so surreal. As the situation is, it's difficult for her to take it personally.

“Yes might makes right. But It’s not the only way to make people listen to you. History is full of examples of the underdog coming in in a pinch.” Arc would say almost to himself. He gave Rook a knowing glance. Rook nodded and gathered up his things. Arc had work to do. He was close to a breakthrough, he could feel it. Rook had been quite useful so far. And his other project was moving along quite nicely as well with expected difficulties.
Arc and Rook followed not far behind Kurokabi.
