Musu Uzumaki would stand outside the entrance of a room, guarded by two Anbu Black Ops and hardy well made doors. The upper levels of the spire were elegant but also well protected, guarding the secrets and might of the Hidden Sand. Pairs of guards would periodically patrol the circular hall on high alert.
With a nod, one of the Anbu would quietly nod back, permitting Musu to enter the room through the doors. Opening them and walking through the doors were immediately shut once Musu was in.
The room was one the Jounin had been invited to only a few times in his life. The formal meeting chamber of Sunagakure's high command. The room was well lit, 30 meters in diameter, and no windows. Musu could sense the feint energies of seals that encompassed the room, some of which Musu personally wove during his time in the sealing corps. Nobody, or nothing, was allowed in or out without the express permission of those who guarded it.
A large circular table would form the majority of the space, with plenty of chairs and room, along with more seating for those not sitting at the main table. At the head of the table stood a seat higher than all the rest with the Kanji for "Wind" at it's crest: The seat of the Kazekage. Two More members of the Anbu would flank both sides of this seat.
The mood in the room was tense; a few elders were already seated in their positions, and after a quick bow the Uzumaki would find his designated seat at the table.
Members of Sunagakures elite and well established were commanded to gather here by the elders, along with several other ninja who had either proved themselves or were selected to be present. Ninja from genin all the way to the lords and ladies of the land were invited or commanded to join.
After a brief delay, one of the elders, a tall thin man with a long pointed beard would stand.
"Welcome, we will wait until the others arrive to begin."
With a nod, one of the Anbu would quietly nod back, permitting Musu to enter the room through the doors. Opening them and walking through the doors were immediately shut once Musu was in.

Raijin walked towards the spire, he was given an invite to a specific room inside the building. Of course Raijin was thrown off by the invite but he wasn't gonna turn it down. The chuunin formally known as Naki would have made his way to the spire a part of him thought this was for Guren but this guy feeling told him otherwise.
Rai would approach the spire base before entering and going inside, he shown the way towards the top floor where he was supposed to go. Jupiter sipped on his morning cup of rum on his balcony, in the humble flat that he rented in the suburbs of the village, as he read the contents of the letter that had been delivered to him by raven mail. It was an invitation, to attend an important meeting in the Spire. From its contents, he could decipher that it was about the Raikage, specifically about appointing the next one. He was but a humble Genin, and uninterested in occupying any seat in the Spire. Yet, upon receiving the formal invitation he was hard pressed to decline. It was not in his nature to disrespect such an offer, he was far too well mannered. He wondered why he even deserved to attend, after his lacklustre performance in the latter part of the Chuunin Exams held last year. Perhaps it was the tenacity he showed in his one fight, the one he thought he won until he was told that he in fact lost. Perhaps one of the higher ups had finally changed their mind about him, and he could be saved.
"As the wheel of fate turns, we pass on the torch of faith to the next generation, that they may be guided by the light of God. For it is written in the holy text: 'The path of the righteous is like the morning sun, shining ever brighter till the full light of day.' Let us pass on the light of faith to the next generation, that they may walk in righteousness and shine in the glory of God."

Kaito, alongside Sebastian, if the man so chose to come with him from outside of the village, would appear out of thin air via a distortion in space-time. They had traveled from the borders of the Wind Country, where they had been stationed to engage in some missions together when they received notice to return to Sunagakure as soon as possible. They had done so, abandoning their missions in the process, but the situation detailed in the letter was dire and of utmost importance.
The effects of Kaito's Kamui had landed the duo firmly outside of the Kazekage's office located within the Spire, and directly down the hall was a large door guarded by two of the village's Anbu Black Ops. Looking up at Sebastian, the young Uchiha would have a rather somber frown upon his face. He knew of which the circumstances they had been summoned and he could only speculate as to why things had to be the way they were. He was sure, however, that answers to his questions and means of proceeding forward into the future lay just beyond the guarded door, so with a gulp, he would proceed forward as he tried to make himself look as composed and clean as possible. In the process, he too cleaned away the fresh blood that oozed from his left eye thanks to his recent use of the Mangekyō Sharingan.
As Kaito approached the door, however, the two men guarding it would step in front of it as though to keep him from simply waltzing in. Stopping dead in his tracks a few feet before them the Uchiha would bow to them and address them professionally.
"Uchiha, Kaito reporting in." He said in a clear voice. "My presence has been requested for this meeting here today." The two guards looked at each other for a brief moment before stepping aside and opening the door behind them. Kaito would stand back upright and proceed into the room.
"Thank you, gentlemen." He said in a grateful and hushed tone to the guards as he walked by. The door would be shut behind him, and as it was Kaito could feel the depth of the somberness and formality that filled the room. He certainly felt out of place as he simply wore his sleeveless fishnet tanktop, grey cuffed pants, black shinobi sandals, and village headband upon his forehead. Should he have had the time, however, he would have made an effort to change into a more distinguished attire, but it was far too late for that, nor would it really matter as the meeting required immediate attention. Walking to one of the open chairs in the room he could see two familiar faces; those of Uzumaki, Musu, whom he had met in passing at one of the village's hot springs, and his good friend Naki, whom he had not seen in quite some time. There were a handful of others present as well who Kaito had not met up to this point, including many of the village council members and elders. He was sure that he would get to know them ever so slightly, however, when they voiced their opinions on the Kazekage's stepping down from his previous position, so the young man would simply take a seat in one of the open chairs.
Upon doing so, however, he could feel one of the elders shooting metaphorical daggers at him with his eyes. Kaito could only assume it was for his scruffiness, so he would again gulp.
"My sincerest apologies for my appearance and lack of formality, my Lordships. I was on a mission outside of the village when I received the news, so I made a point of arriving here as quickly as possible. Please forgive me."
The elder would simply nod before turning back to the paperwork he had sitting before him atop the table, which Kaito took as a good enough sign that he was clear of any wrongdoing. He would sigh lightly so as to not draw any more attention to himself, and he would wait patiently for other members of the village's ranks to arrive so that the meeting could begin...

The hunter found himself cutting into a steak. His presence was requested for a village meeting but he felt like eating first. Kota had spent some time cultivating and consolidating his base. He figured it was time for him to move up in the village. The request for his presence was just icing on the cake. An odd sense of peace had been enveloping him more and more recently. He was not as weak before. In a way this was how he showed his disdain for the elders as well. The Apollon family once had an elder inside then when the dark one rose up. Him and the entire clan was slaughtered. It left a sore spot in his heart that the current elders were cowards or the descendents of such people. Then again the rules of the world always made it so the weak would perish. Still he finished up and made his way to the spire.
“Hello everyone!” Kota entered the meeting with a smile on his face and a relaxed posture, he carried a fan in his hand for extra dramatic flair. He breezed between the anbu guarding the doors. “Musu good to see you here. Raijin it is always great to see my brother. Kaito, I have not seen you in forever.” Kota would have a word for the people present. Except the one that would be called Jupiter. Kota could not recall the man's chakra nor a time he had come in contact with him before.
“So what is the order of business?”

Kota could not recall the man's chakra nor a time he had come in contact with him before.

Truly a grand gathering was taking place here as the chamber filled almost to capacity. The circle and extra chairs would quickly fill with a cacophony of different individuals, citizens and ninja alike. As they entered they would chatter amongst themselves waiting for the meeting to begin.
Musu would remain silently staring at the Kazekage’s seat, empty. As the room filled he would not avert his gaze from the chair, as though he was trapped in some paralytic genjutsu. He could hear indistinct chatter from various people around the chamber but he didn’t pay any mind to them. He was dressed in his red robes he acquired from his trip in the land of snow, his hair in his classic ponytail, almost matching the color of his new clothes.
The moment Musu heard Kota’s voice he would snap out of his trance and look directly at the hunter as he took his seat. Musu would give Kota a bright, nervous smile for a few moments before returning to a stoic expression.
“It’s good to see you here, Kota.”
Jupiter would look more at home in the sands rather than the land of snow they met at. As the genin took his seat he would give the man a nod as they took their seat.
It had been perhaps longer than a year since the last time Musu saw Kaito, who appeared to have grown a bit taller since they last spoke, and he too would give them a nod.
Lastly, Musu could vaguely remember Raijin as they entered. The ninja had grown as well since they went on their one and only mission together. It was that mission with Raijin that ushered in a new age for Musu, when he ventured into the sands, and truly became a man of the sand.
After acknowledging everyone Musu would turn his gaze back to the vacant chair; those who could sense it would know that Musu's heart rate rose, a drop of sweat trickling down his brow.
A few minutes later, everyone inside the chamber could hear an audible click from the doors, and the room would grow silent almost instantly. Musu’s attention would be directed towards the elder who spoke earlier. The man now stood proud gazing at all the people present in this chamber. Though the weight of many years of service could clearly be seen, the elder stood dignified and confident as he began to speak.
“Sunagakure is a proud, ancient village, and for many years I have served this village and its people proudly. I have supported us through some of our greatest triumphs… and I have helped pick up the pieces after our most humbling failures.
The desolation brought to us after the cowardice of Koroshi brought the village to the brink of ruin. For a time we were lost, beaten, weak. There were many who thought Sunagakre was destroyed beyond repair and that our history as a great nation was coming to an end.
But the Wheel of Fate would turn and the Winds of change would blow. Under the leadership of Kenshin the First, our village would regain its might and rise to even greater heights. He turned Sunagakure into the jewel it is today. If not for his strength and wisdom we wouldn’t be here.
Today, I stand before you as the herald of a new age for this great village. Lord Third, Guren, has abdicated. After the tumultuous reign of Lord Second, Mizuki, the wisdom of Lord Third allowed Sunagakure to enter into an era of peace and sustained growth. We are truly grateful to have been his subjects. Now, the time has come to choose a successor to inherit his legacy.
Lord Third's last decree was that we, the people of Land of Wind, select a new Kazekage. The elders and I have meticulously labored on this task, surveying all those who wished to make their voice heard, and deliberating on how to best enforce the will of the people. Now, a decision has been made.”
The elder would retrieve a sealed scroll from his robe. Breaking the seal the elder unravels it to reveal its contents.
“Musu Uzumaki will lead Sunagakure as the Fourth Kazekage, but he will not lead alone. A council of ninja will be formed to guide him, enforce his rule, and ensure our continuation should Musu fall or fail.
Kaito Uchiha, Kota Apollon, and Raijin Hidemori will sit on this council.”
The elder would say, rolling up the scroll, and turning to the three council members first.
“Do you accept the charge given to you by the people of this great nation? Do you pledge to lead Sunagakure with wisdom and defend it with strength?”

Jupiter observed the room as he sat quietly in his chair, his eyes sometimes appearing brown, sometimes blue. He raised his brow suspiciously when he took the time to consider the decree that was spoken by the elder. While he was oblivious to the times of Kenshin and Mizuki, Guren was a familiar name. He even inadvertently scarred a statue of the old Kazekage in a simulation once, when he stood off against the now Chuunin Karo Yogan and the puppeteer from the Akiyama clan. The former was suspiciously nowhere to be found, he had expected his old opponent and de facto squad leader to be present for the ceremony. Four leaders? It was an odd thought, an unfamiliar hierarchy. He looked at Musu, Kaito, Kota, then Raijin. It was mostly unfamiliar faces, but they seemed like seasoned shinobi.
He waited for any of them to step up and respond to the elder, and after a brief pause, he cleared his throat. He was about to speak up himself, to ask about the merits of the selected shinobi, to instil faith and assurance to the rest of the attendants in the room of their capabilities. But he withheld, the timing did not seem appropriate. "Be patient, for the Lord's timing is impeccable. Trust in His plans and wait for the right moment, for He will surely bring it to pass." He muttered to himself, almost inaudibly, and nodded with an air of self reassurance.

Kaito would watch on as another familiar face entered into the room; that of Apollon, Kota. The lad greeted everyone in order of which they sat and Kaito would return a simple smile and welcoming nod before turning his attention back to the elders.
It was easy enough to see that all of the elders were tense, but they kept their composure well in the face of their current situation.
‘I can only wonder what they would want to discuss with the four of us. I mean I am a rather new Shinobi in the grand scheme of things. I’m not sure about this other Shinobi here, but its the same for both Kota and Naki really…’
The door would soon shut behind the last of the arriving attendees, and once everyone had taken their seat, the elder who had given Kaito a piercing glare a few moments prior would begin to address the lot of them. He would listen intently, making sure to absorb each word the man spoke like a sponge, and when it was announced that Uzumaki, Musu would inherit the title of Fourth Kazekage, he smiled grandly. The two of them had only met once in passing almost a year prior, but from what Kaito could remember from that singular meeting Musu had been a very hardworking man; his dedication to the village second to none.
‘If only I didn’t have to leave the hot springs early that day. I’m sure the two of us would have had a fantastic discussion about our philosophies and goals.’
Kaito’s thoughts would be interrupted, however, as the village’s elder continued to address the room. The man would state that Musu was not to lead the village alone and that Kota, Raijin, and Kaito himself would aid the Fourth Kazekage as his council. Completely shocked by this, Kaito couldn’t believe his ears. What an honor it would be, and while the Uchiha was more than happy to be invited, some thoughts ran through his mind. Shaking the thoughts from his mind, however, Kaito would allow himself to stay composed and on track.
“I humbly accept that duties that have been presented to me, My Lordship, and I pledge to aid as council to Lord Fourth Kazekage from this moment forth. I also swear to protect him and Sunagakure, our precious village and our home, with all my might.” Kaito would then remove three scrolls from his person, keeping them in his hands until both Kota and Raijin would respond to the elder’s question. Once they both did, he would interject. “Before we continue, My Lordships, I have some inventions of mine, the details of which are in these scrolls, that I would like to be safeguarded and preserved within the SRAC’s library.”
He sat the three scrolls into the center of the table, offering them for anyone present to look over should they so desire.
“I had wanted to present these to Lord Third, but I did not have the opportunity to make contact with him before his departure. The first scroll yields information for what I’ve called the 'Glass-Release'. It is a new element that combines both Wind-Release and Earth-Release chakra natures. There are also a few techniques that utilize this new element as well. Those are detailed in the second scroll. Kaito paused for a moment, looking around the table to garner the reactions of his peers. He then turned his attention solely to Musu.
“I can only hope that these will come in handy in the future, Lord Fourth Kazekage. Not just for those of us present at this meeting today, but for everyone in the village. It is for that reason I want this Glass-Release and its corresponding techniques to be readily available in the library for this generation and those in the future to become ever stronger. In regards to the statue, if you would like for the structure to be constructed, I will be more than happy to fund the project myself so that we won’t dip into the village’s funds during this transitional period too much.”
It was easy enough to see that all of the elders were tense, but they kept their composure well in the face of their current situation.
‘I can only wonder what they would want to discuss with the four of us. I mean I am a rather new Shinobi in the grand scheme of things. I’m not sure about this other Shinobi here, but its the same for both Kota and Naki really…’
The door would soon shut behind the last of the arriving attendees, and once everyone had taken their seat, the elder who had given Kaito a piercing glare a few moments prior would begin to address the lot of them. He would listen intently, making sure to absorb each word the man spoke like a sponge, and when it was announced that Uzumaki, Musu would inherit the title of Fourth Kazekage, he smiled grandly. The two of them had only met once in passing almost a year prior, but from what Kaito could remember from that singular meeting Musu had been a very hardworking man; his dedication to the village second to none.
‘If only I didn’t have to leave the hot springs early that day. I’m sure the two of us would have had a fantastic discussion about our philosophies and goals.’
Kaito’s thoughts would be interrupted, however, as the village’s elder continued to address the room. The man would state that Musu was not to lead the village alone and that Kota, Raijin, and Kaito himself would aid the Fourth Kazekage as his council. Completely shocked by this, Kaito couldn’t believe his ears. What an honor it would be, and while the Uchiha was more than happy to be invited, some thoughts ran through his mind. Shaking the thoughts from his mind, however, Kaito would allow himself to stay composed and on track.
“I humbly accept that duties that have been presented to me, My Lordship, and I pledge to aid as council to Lord Fourth Kazekage from this moment forth. I also swear to protect him and Sunagakure, our precious village and our home, with all my might.” Kaito would then remove three scrolls from his person, keeping them in his hands until both Kota and Raijin would respond to the elder’s question. Once they both did, he would interject. “Before we continue, My Lordships, I have some inventions of mine, the details of which are in these scrolls, that I would like to be safeguarded and preserved within the SRAC’s library.”
He sat the three scrolls into the center of the table, offering them for anyone present to look over should they so desire.
“I had wanted to present these to Lord Third, but I did not have the opportunity to make contact with him before his departure. The first scroll yields information for what I’ve called the 'Glass-Release'. It is a new element that combines both Wind-Release and Earth-Release chakra natures. There are also a few techniques that utilize this new element as well. Those are detailed in the second scroll. The tension in the room was strong and obviously felt. As the chairs began to be filled with familiar faces and one who wasn't ringing any bells. Rai would be in a soft white, sky blue, and light sand brown yukata. This yukata was a special one as it was the one he found a while ago along with some scrolls and the information about his family. Its design was that of the sand village or outside of it to symbolize a new beginning for his family, very fitting for what's about to transpire with this room. Once everyone has entered and sat down, Rai would give the two he knew the best, Kota and kaito, a simple wave and smile. He didn't think speaking now would be best as the elders began though that click he heard caused him to slip into guard softly as he learned a simple saying. *Don't take kindness for weakness, be soft but always be ready.* It was a word of advice his father use to tell him as a kid.
As the elders spoke Raijin listened earnestly, though he was surprised to hear that Lord Guren has stepped down. He wasn't expecting him to step down but then again he has done so much in such a sort time though Rai was hoping to learn from him. He'd look towards the elder as he revealed a scroll from his robes and revealed the new 4th is going to be Musu and Raijin would respectfully nod as he wasn't gonna protest this he doesn't have the knowledge to say otherwise, however what came next was surprising as he, Kota, and Kaito were named to be next counsel members. There was no way for Rai to turn this down when Kaito agreed to it Rai would nod as he agreed too. "It would be an honor to serve on the council and alongside the new kazekage and fellow council members." He said as he motioned towards Musu then his fellow council members before stopping towards Jupiter as he wasn't named and was wondering what the elders had for him but he was caught up in Kaito scrolls about something called glass release and a jutsu to hide people within the village from peering eyes.

Kota was sitting and keeping an absent minded look on his face. He was not greatly pleased when he heard the elders speak, mostly because every breath they drew was an affront to the previous people they swore to protect. Still no matter how much it pained him. The archer would sit and listen to the current arrangements. He was shocked when he found out Guren really did retire from the seat. That left him with the question of, who was next to take the honor? A question that was also answered quickly. Next in line that was able to do it and available was Musu. Kota would thrum in fingers on his thigh silently as he considered. Under normal circumstances Kota would be issuing a challenge, or planning a funeral. While he loathed the elders and the one called the 1st Kazekage. He had a soft spot when it came to Musu. He could not bring himself to go after the guy, at least not at the current moment.
Kota did not feel like kissing butt, he was neither servile or rude. He stood with his back straight and his eyes clear. “I can agree to it. At least for now. I have no qualms with taking part in the council. For that. My answer to both questions is a yes. ” Kota had placed a small emphasis on now and council for anyone that was listening. He would not go against Musu, or Raijin for that matter. Only if one of the two of them were in the seat would he be happy enough for them. Otherwise, the hunter made a vow to himself that it would be him or bust. He would restore honor to the Apollon name with his own hands or die in pursuit of trying. Those were the only two choices Kota could be at peace with when it came to his own life. No more running, his roots, family, and friends were all here. He could no longer afford to be the runaway his mom was. She regretted and died with heartbreak. This was not the kind of person Kota was.
