Appearance:

Joukikukan is a katana that has a thin, solid-white blade, hilt, and tsuba. The tsuba is semi-rectangular that is in the form of a cloud-like vapor. The body of the katana is lined with a vaguely gray, flame-like pattern that extends from the hilt to the point of the sword. A white ribbon extends from the pommel.

Backstory: Utilizing the Byakugan’s acute vision to perceive the chakra pathway system, Zarina is capable of seeing the various capillaries connecting each of the target’s cells to the chakra pathway system. Therefore, she created this thinly made sword in hopes of severing those pathways.

Trait: Cellular Severance: Thanks to the unique design of the sword, for 10AP per post, Zarina can channel a small amount of chakra from herself to the sword. The sword molds it into needle-like scalpels along the edge, which allows Joukikukan to sever the various capillaries connected to the target’s cells. Once severed, the target’s pathway system is damaged enough to stop chakra discounts of any kind. Due to the severing, basic medical ninjutsu will not work. Only medical ninjutsu that states it can regrow or reattach will be able to heal the wound damaged by this sword.

This is really strong in the sense that it basically makes someone have to pay up to 175 AP for a single jutsu, this seems more like a jutsu effect then anything.

I'd suggest instead maybe having the Cellular severance be that the basic swings of this jutsu cannot be mended through normal Medical Ninjutsu and must be mended that something can reattach or regrow.
