Backstory:
Each tier of Hyogagakure specific armor (Shells) includes a mask, which is not just to conceal the shinobi's identity but also to protect them from the harsh climate and to additionally distinguish rank. Basic and undecorated masks are typical for lower ranked shinobi, while decorated masks and robust helmets are accustomed to higher ranked shinobi. Regardless, the mask is mandatory during active duty.

Culturally, the armor set is sacred to Hyogagakure shinobi. The mask and armor the shinobi has is the same from the start of a shinobi's career to the end of it. It progresses with the user, and is modified by Old Man Andre when the shinobi advances in rank enough to justify having a new set.

The mask is a deep staple of Hyogagakure's culture. It is held in high regard, and alike the Shells, it grows with the user. To the village's shinobi, it is seen as a reflection of its wielder's prowess. Resultantly it serves as the gatekeeper to how Hyogagakure shinobi gain access to their Village Exclusive techniques. Shinobi whom have achieved a power rank of C, or have achieved a military rank of G-2 may automatically claim the mask. The funds to acquire it will be deducted from the Village's Ryo Pool, or the Hyogakage's own personal funds. In either case it must be logged on Hyogagakure's stat page. Once a mask is received, the user is granted permission to create one village exclusive jutsu. Note that any jutsu created in this way is assigned to that user's Reikonmen, and although it is a village exclusive, the details of that jutsu remain within the character's specific mask. Thus no one outside of the owner may learn it, unless taught by the owner.

Note that if the user leaves the village, the technique will no longer be slotless but they will still retain knowledge of it.
