Kasai, upon crossing through Ame, ditched his old man costume in order to allow himself to move even faster. No one here knew him, and so no one had a reason to stop him. He wasn't even passing through the city, just flying along the border. 

He had flew from Konoha, and would arrive in Kumo soon. Youka claimed that he would be greeted gladly, and not killed upon arrival, and that was all that Kasai cared about. He was not ditching Konoha for another village, but rather, receiving training from the strongest that he knew so that he could better defend the villge which he cared about.
