Meeting the Hokage

Arcanis clone entered the big building that the villagers directed him to.  He approached the desk and looked around to see if anyone was around that could help him.  

"Hello I have a message from the Hokage.  I have a meeting scheduled"  Arcanis waited for a response.  He had said it in a carrying voice but not in yelling or would be interpreted as antagonistic.  Arcanis feared for his life hoping that someone would be fine with him being there.  He didn't want to die for showing up to his meeting.

A manifestation of chakra in Navi's form would sit in within the Hokage office with his feet kicked up on the desk and a bored expression on his face. With an orange soda in his right hand he sips gingerly before perceiving Arcanis's entrance with his activated dojutsu eyes. 

It would seem his secretary almost responded to Arcanis, but was interrupted by the man's voice that echoed downstairs. 

"Yo, come on up."

Arcanis looked at the secretary and shrugged.  He headed toward the stairs.  He had met many Kage in his travels.  Thinking back he counted four.  'Well five I guess.'  He thought.  he hadn't counted Echo their new leader.  As he proceeded into the room he bowed at the door.  Unfortunately he did not understand the customs of the city so he hoped his humility could be seen.  He had not forgotten that this man had almost killed him.  Or maybe he had just barely saved him  Arcanis didn't know.  Arcanis moved a little closer to a polite distance and bowed once more.

"My Lord.  May I begin with truth so that you may judge me as fairly as you wish.  My name is Arcanis Hedatari.  I am a businessman from the Village hidden among the stones.  But this is not all.  I have had the pleasure of meeting you once before my lord.  At the time you..."  Arcanis swallowed but continued steadily, "...You stood judge over my fate.  In your mercy you spared my life.  I wish to pay you back by offering you my services as a businessman and also a ninja of honor.  I'm sure you may be curious as to the nature of my visit to your village.  I have come to link you with the rest of the world in an international transportation system.  If you wish I will elaborate."  Arcanis paused his speech.  He did not want to seem like he was dominating the conversation.  He let the Hokage process what he had said and let him react.

Navi sat up as the businessman entered, rolling his shoulders back and folding his hands neatly on the desk in front of himself. It had been awhile since a person of such formal stature and entered his office, and while everyone in the village bowed and showed him great respect, the title of "Lord" clearly showed his foreign origins. The man recalled this one from earlier, one he had saved from what was likely Viper's offhanded "cleansing" by pretending to kill them with a bit of a practical joke. Without a word he lets the man continue as he explains his proposal. 

Once he finishes he places his hands behind his head and leans back in his chair. He already had an international transportation system for himself personally, but perhaps this man was proposing a sort of hub-like structure that the public could utilize. 

"I'm interested to hear your proposal..." the man trails off a bit, realizing he still hasn't received his visitor's name, or at least he didn't remember it. This was a bit of a conversational cue to allow him to say it, but if ignored Navi would continue anyway.

"Although I am somewhat irritated that you would come before me to propose honest business dealings without using your true form."

Navi's dojutsu glows gently when he says this, his gaze would come to meet the man's as his eyes peer forward. It was a shadow clone to be certain, but not exactly one that he had ever seen before. It seemed to retain the same properties to that of an explosive shadow clone, but looked denser. Perhaps modified to be able to take increased damage, although he couldn't be certain. 

He takes another sip of the orange soda he has in hand, maintaining the stare and thinking to himself. If this was an assassination attempt it was the laziest one in quite awhile, and if it was a business dealing then either he was dishonest or inexperienced. Perhaps there was another explanation, as Navi had higher stands for a man that would present himself with such respectability.

Arcanis took the cue and repeated his name "Arcanis Hedatari My Lord..."  Arcanis listened with growing fear that he had upset such a powerful and influential man.  As the Hokage took another sip of his drink Arcanis bowed low to the floor.  He answered in reverance,  "I do apologize My Lord.  I did not mean for my clone to be a deception.  I have spent so much time dealing through clones that it has become second nature to me and I forgot to mention it."  Arcanis had truly forgotten to stat it in his introduction.  "As a businessman with few skills I have adapted to remaining hidden almost all the time.  Especially after my last visit I was terrified of the power of your village.  I just didn't want to get mixed up in trouble which unfortunately caused me more trouble.  I do apologize for the miscommunication."

Arcanis didn't want to continue speaking until the Kage had decided whether or not he accepted the apology.  He didn't want to make matters worse by the man misunderstanding his intentions.

A businessman with few skills eh? Already he had seen the man performing a jutsu of at least A-rank level, and could tell with his analytical abilities that the man had awakened the elements of Wind, Lightning and Water within him. It was difficult to tell whether this statement was modesty or further deceit. 

Navi sighed and gestured slightly for the man to continue speaking his proposition, currently satisfied that the foreigner meant no harm. He had already sensed the original nearby anyway, so there was likely no more to this gesture. It may have been a bit deceptive, but he was otherwise acting respectfully and he saw any further reaction to the situation to be unnecessary.

"Please continue Arcanis Hedatari, speak your full intent."

Arcanis breathed releif.  It seemed the Hokage didn't want to kill him.  He had at least survived this far.  He mine as well continue to explain his endeavor.

"As a traveling businessman I have become more of a envoy between villages.  My goal is to unit the villages in such a way the it will inspire international travel and commerce for you and your citizens.  These travel points are built outside the city and completely controlled by the Kage of the village.  Now I have met with a few other Village leaders In the attempt to promote peace and bring this opportunity to all of the villages.  As I said the transit depot would be completely controlled by you so it may be shut down at you discretion.  There is no loss to you only gain.  I would also get a stipend as the owner.  Which will help with the upkeep of the system."

Arcanis was don but new the Hokage would have questions.  They all had questions.  He was always willing to comply.

Of course the man had questions, so he would proceed to ask a string of them while pausing to allow the man to continue with an explanation. 

"How does the travel point work? A type of space-time invention I assume?"

Once answered:

"How much money do you ask for, and what leaders have you already met with in proposition with this idea?"

Once answered:

"What do I get to control the system, and what override controls do you personally possess?"

Arcanis would respond respectfully and quickly without hesitation.

"The travel points are self made Space-time portal devised by myself.  You are correct.  Instantaneous travel at the right price."

The natural question was asked next.

"I have tried different methods trying to optimize the profit of the system but have finally decided on making a  flat rate.  I believe 1500 ryo is a good price for safe transportation to another village.  as for which village leaders I've met with,  Let see I have spoken with the Tenkage Denkiteki, The Amekage Worr, and The Tsuchikage Near and also his successor to the position Echo.  Recently we mourned the death of our Village leader. "

The Hokage continued his questioning.

"Ah that yes.  You will have complete control of the system.  I actually will be hiring your own villagers to run the actual establishment.  you will have complete control of whether or not the Portal remains open.  also being it will be outside your gates you will have the secondary ruling of whether or not they may enter your Village.  Now I do have power to control the gates as it is a technique that I developed however I will be turning the running of it over to you.  I will merely maintain the system as the owner and mange the business end."

Arcanis waited to see if the kage needed elaboration or had any other questions

"And what did the other Kage say when you offered this proposal?" asked Navi next, curious what the other nations thought of such a thing. 

Once answered he proceeded with more.

"You have power to control the gates, but you are selling me the ability to also control them with you." Should Arcanis acknowledge this as correct he would proceed to say the following, but if not he would allow the man to explain further before continuing. 

"Mr. Hedatari if a man walked into your office, deceived you about his true form, and had the capability to explode you would be forgiven for thinking he was a bad business partner. If he continued by saying he was a humble man of few skills and then proceeded to say he would sustain space-time portals around the world with a special jutsu he devised, you might be forgiven for thinking he was strange. If the same man offered a space-time portal to be constructed outside your village that he could control you might also be forgiven for finding the man suspicious."

Navi took a final sip of his orange soda and then tossed the can across the room, the piece of trash bouncing off the wall and landing inside a small trash basket on the ground. 

"What I'm saying, Mr. Hedatari...(*muffled burp)... is that you are a strange, suspicious and deceptive man."

Navi leans back in his chair again and stretches his arms back a bit again. Despite his intuition, the man also made a wonderful offer that he found hard to refuse. Depending on the man's next few answers, he might be inclined to buy it. Perhaps he should test the waters a bit. 

"But I like you, because as a ninja I feel that we're all strange, suspicious and deceptive sometimes. I'd ask that we proceed both with honesty in this business however, as this is one of the few times that even us ninja have to put aside our true nature."

Navi breaks eye contact for a moment to stare at the ceiling for a bit as if considering an offer, before his gaze would meet again with the man. 

"I'd like any travel to or from Konoha to be free, this village has always been a large hub for others to enjoy, and now that wartime is over such a policy would help reinforce diplomacy between villages. I know that myself and many other of my ninja have methods for traveling instantaneously as well, but perhaps this would prove useful for the citizens and others that do not. For such a privilege I'll offer you ten thousand ryo." 

Navi reclines back in his chair again and awaits the man's answer.
